Inspector’s narrative

What the inspector wrote

On May 29, 2025 at 2:40 PM Licensing Program Analysts (LPAs) Elizabeth George and Giovani Gonzalez conducted an unannounced Case Management - Change of Capacity inspection at the above-mentioned Family Child Care Home. LPAs met with Licensee Micaela Abonce and discussed the purpose of the inspection. At the time of the inspection 7 children were present along with 2 assistants. LPAs in the company of the Licensee toured the FCCH. Licensee will utilize the front bedroom along with the two living rooms, dining room, kitchen and one bathroom for childcare areas. Remainder of the home is excluded from childcare services. LPAs reminded licensee the off limit areas need to be inaccessible to children in care. LPAs observed the home to be clean and orderly. LPA also reminded applicant that all cleaning compounds should be out of reach of children. The bathroom used for care is clean and free of toxins. LPA observed a fire extinguisher that satisfies regulation (2A10BC) that was purchased 04/25/25. LPAs reminded Licensee the responsibility to service or purchase a regulation fire extinguisher annually. LPAs reviewed Licensee’s Mandated Reporter Training certificate which was completed 4/11/25, assistants Francisco completed 4/11/25 and Guadalupe completed 10/5/24. LPAs reviewed Licensee’s Pediatric CPR/First Aid which expires 9/3/25. LPAs observed smoke alarm and carbon monoxide detectors in the home, both tested and operable. The Licensee submitted documentation for a FCCH change of capacity. The Licensee is seeking to change the FCCH’s capacity from 12 (per fire inspection 8/9/22) to 14. The City of Lompoc Fire Marshall granted a fire clearance following an inspection completed at FCCH on 5/9/25. Change of capacity from 12 to 14 children is pending supervisors’ approval. Exit interview was conducted and Notice of Site visit was given. Report was read in Spanish by LPA Gonzalez, which is licensees' preferred language.
