What the inspector wrote

On December 29, 2025, at 1:30 PM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced Annual/Random inspection of the above Family Child Care Home (FCCH) and met with Licensees, Sheila Bower and John Bower. LPA discussed the purpose of the inspection. FCCH operating hours are Monday to Friday from 7:30AM to 5:30 PM. Licensee provides care to children aged 0 to 12 years old. During the inspection, the LPA and Licensee conducted a tour of the home, both inside and outside. The LPA observed six children under the care of the Licensee and assistants. Areas accessible to children include the family room, one bathroom, two bedrooms designated for napping, and the fenced yard. Knives and cleaning materials were observed to be stored in locations inaccessible to children. The bathroom used by children was free of toxins. The personal-use backyard is separated from the daycare yard by a white fence measuring approximately 3.5 feet in height. The required licensing forms were posted in the facility. Additionally, the LPA noted age-appropriate toys available inside and outside the home. During the inspection, the LPA observed an empty bassinet in the playroom. The LPA requested the assistant to check the manufacturer\342\200\231s label, which confirmed that the bassinet is intended for use with infants up to 3 months old. The Licensee immediately removed the equipment from the home upon notification and replaced it with a playpen Review of the facility file revealed that the Licensees and assistant have current CPR certification valid until 06/29/2026 and Mandated Reporter training valid until 7/13/2026; Children\342\200\231s files were reviewed and found complete. It was confirmed that infants enrolled (ages 0\342\200\22312 months) have a completed Infant Safe Sleep Plan (LIC 9227). Additionally, infants ages 0\342\200\22324 months have their naps checked and documented every 15 minutes LPA observed the regulation fire extinguisher was serviced on 9/23/2025. The carbon monoxide and smoke detectors were tested and found functional. FCCH conducts fire and disaster drills every 6 months, and last drill was conducted on 8/22/2025. Nobodies of water were observed. Licensee confirmed that firearms and ammunition are present in the home. Both are stored separately in a secure vault. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee, Sheila Bower was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPS and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the LICENSEE, Sheila Bower confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today\342\200\231s inspection, no deficiency was cited a Technical Assistance was provided. Notice of Site Visit was issued and must be posted for 30 days.
