What the inspector wrote

On Tuesday November 22, 2022 at 9 AM, Licensing Program Analysts (LPA\342\200\231s) Susana Martinez and Rona Chavez conducted an announced pre-licensing inspection. LPA\342\200\231s met with directors David Pennington and Brittney Grimshaw and advised the reason for the inspection. Prior to entering the facility LPA\342\200\231s conducted a COVID-19 risk assessment, all answers indicated no COVID-19 present. LPA\342\200\231s and directors toured the facility inside and outside. At the time of inspection there were no children in care. The facility plans to operate Monday- Friday 8 AM- 4 PM and serve infants ages 3 months \342\200\223 2 years old. No bodies of water were observed at the time of inspection. The infant room was observed to be clean and free of toxins/hazardous items. The room has sufficient age-appropriate toys. A carbon monoxide detector is to be placed in the infant room. A first aid kit was observed at the entrance of the room. LPA's observed 8 cribs with sleep logs attached to the sides of the cribs. The changing table was observed to be within arms reach to the bathroom sink. There is 1 toilet and 1 sink in the children's restroom. The indoor activity space has the capacity to accommodate 6 children maximum. The outdoor space was observed to be clean and free of toxins/ hazardous items. Director Brittney states the tent for shade will be installed shortly over the platform. The platform is placed over artificial turf. A fire clearance was granted by the Carpinteria-Summerland Fire Department on 11/15/2022. Director states the children will be bringing their own cups for water, and the facility currently uses a water service company to provide drinking water. The facility has a separate fridge to store infants milk. LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, current Covid-19, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov . Continued 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The center meets Title 22 Division 12 requirements. License will be effective today, 11/22/2022 for total capacity of 6 infants.
