What the inspector wrote

On April 17, 2026 Licensing Program Analysts (LPAs) Elizabeth George and Brian Fung conducted an unannounced Case Management Inspection. LPAs met with Site Supervisor, Julie Santoyo, and discussed the pu rpose of the inspection was to follow up on an incident reported to the Department on 4/9/26 as required. LPAs in the company of the site supervisor toured the facility inside and outside. During the inspection , LPA observed 11 staff providing care to 25 children. On April 7, 2026, during nap time when children were waking up a teacher grabbed a child by the arms and lifted roughly in the air to be removed from the area they were in. Based on the review of the video footage, LPAs determined that the incident constitutes a violation of personal rights as defined in Title 22, Section 101223(a)(3). During today's inspection one Type A citation is being and can be found on the attached LIC809-D. LPAs informed Site Supervisor, Julie Santoyo, that this report dated 4/17/26 documents one (1) Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPAs informed site supervisor to provide a copy of this licensing report that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted, Notice of Site visit given, appeal rights were provided and report was reviewed with Site Supervisor, Julie Santoyo.

    To be free from corporal or unusual punishment, infliction of pain...This is not met as evidenced by:Staff handled a child roughly in the classroom as observed via video evidence.
