Inspector’s narrative

What the inspector wrote

On April 17, 2026, Licensing Program Analysts (LPAs) Elizabeth George and Brian Fung conducted a case management deficiencies inspection at the above mentioned Child Care Center (CCC) during the complaint investigations. LPAs met with Site Supervisor Julie Santoyo and discussed the purpose of the inspection. LPAs observed 25 children in the care of 11 staff. LPAs observed at various inspections eight children enrolled and actively attending the infant center whom are over 24 months of age without an exception. This is a violation of Title 22 section 101161(a). Upon review of children's and staff files LPAs found the facility did not report to the Department the incident in which staff served food to a child in which the child was allergic to on multiple occasions. This is in violation of Title 22 CCR section 101212(a)(1)(C). Today One Type A and one Type B citation are being issued under Title 22 CCR and can be found on the attached LIC809-D's. LPAs informed Site Supervisor, Julie Santoyo, that this report dated 4/17/26 documents one (1) Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPAs informed site supervisor to provide a copy of this licensing report that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months continued on 809-C from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Notice of Site Visit was given and must remain posted for 30 days. Exit interview conducted, Appeal Rights provided and report was reviewed with Site Supervisor, Julie Santoyo
