What the inspector wrote

On August 24, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre-licensing inspection. LPA met with owner Taundra Pitchford and advised her of the purpose for the inspection. The center is located on St. Andrew's Presbyterian Church, the rooms to be used for preschool children are rooms 3, 4, 5, 6 and common area 1 and 2. LPA was provided a tour of the indoor and outdoor activity spaces. No bodies of water were present at the time of the inspection. The facility plans to operate Monday- Friday 7:30 AM- 5:30 PM. Owner state AM/PM snacks will be provided. LPA observed the kitchen to be clean and in working condition. LPA reminded applicant that buildings constructed before January 1, 2010 must test their drinking water within 180 days of licensure. Applicant states the facility will be using an outside source to provide drinking water for children in care. LPA observed water fountains to be tapped off preventing children from having access. LPA advised applicant to submit a written statement attesting to the CCC not using any water outlets used for food prep or drinking water AND a marked-up Facility Map (LIC 999) to identify ALL outlets located at the CCC. Owner states the center was tested for lead on 8/23/2023. LPA observed sufficient age-appropriate toys and learning material throughout the facility. No hazards/toxins were observed to be accessible to the children in care. LPA observed first aid kits throughout the facility. The facility has a total of 3 children's stalls and 3 sinks readily available for children to use. Carbon monoxide detectors were observed to be mounted on the walls throughout the facility. Children have access to sleeping mats. The outdoor activity space is fully fenced and has sufficient age-appropriate toys and play structures. Shade and an ample amount of space is provided. A fire clearance was granted by the Santa Barbara County Fire Department on 8/15/23. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA reviewed with applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA provided owner a pictorial ratio fact sheet. Based on indoor/outdoor square footage, stalls and sinks available, the center meets Title 22 Division 12 requirements for 41 children. License will be effective today, 08/24/2023 for total capacity of 41 preschool children. A notice of site visit was given to applicant and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
