What the inspector wrote

On June 11, 2025, at 11:00 AM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced Annual Random and Capacity Increase inspection at the above Family Childcare Home (FCCH). LPA met with Licensee, Ayidee Alvarez Vargas and discussed the purpose of the inspection. FCCH operates Monday to Friday, 7:30 AM to 5:00 PM, Licensee provides care for children 6 months old to 12 years old. LPA and Licensee toured the home. LPA observed 6 children in care. The areas accessible to children in care include the family room converted into a day care room, one bathroom, the fenced backyard and the art studio. The patio in the backyard is also accessible. The second floor is off limits which staircase is barricaded at the bottom. The family room, dining area and kitchen remain off limits. Smoke and carbon monoxide was tested and found functional. Fire Extinguisher was serviced on 5/13/2025. LPA observed cots, small chairs, table, age-appropriate toys, books, and equipment for children. Children’s bathroom is free of toxins. Sharps, medicines, and toxins are stored in the area inaccessible to children in care. LPA did not observe bodies of water was observed. Licensee confirmed there are no guns and ammunition at home. LPA reviewed the facility file and confirmed that Licensee holds a current Pediatric CPR and First Aid certificate with expiration date of 3/26/2027, Mandated Reporter Training expires on 5/18/2027. FCCH conducts and documents fire and disaster drill every 6 months, last drill was conducted on 5/7/2025. Children’s records were reviewed and found complete. LPA reviewed the control of property. Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The FCCH is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. On 4/24/2025, Community Care Licensing received the application for Large FCCH License. The large FCCH License is granted and is effective as of June 11, 2025. Fire safety inspection was granted on May 29, 2025. Also, the Santa Barbara County Fire Department (SBC FD) has approved the art room, (separate structure) located behind the main home to be used as napping area. However, LPA requested SBC FD to notate the approval of the separate structure in the Fire Safety Clearance (LIC 850) prior to its use for napping. During the exit interview, the LICENSEE, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today's inspection no deficiency was cited. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
