On November 26, 2025 at 8:38 AM, Licensing Program Analyst (LPA) Bill Billones conducted an unannounced Annual Random and a Licensee initiated change of capacity inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Licensee Susana Ayala Mota and informed them of the purpose of the visit. LPA in the company of the Licensee toured day care accessible areas of the home and observed required documents posted in a prominent and publicly accessible area. Licensee states hours of operation are from 5:00 AM to 5:00 PM, Monday through Friday and from 5:00 AM to 3:00 PM, Saturdays. During the inspection, LPA observed 0 day care children present. The home is a single story 3 bedroom, 2 bathroom home with attached Accessory Dwelling Unit (ADU). The FCCH operates out of the living room, kitchen, 1 bathroom, and part of the backyard. The rest of the home is excluded from child care. LPA observed the home to be clean and orderly with sufficient spacing and ventilation. LPA observed the living room contains a screened and secured fireplace along with age-appropriate toys and equipment. LPA observed the kitchen area to be accessible to children and observed all lower cabinets and drawers to be secured with child locks. LPA observed sharps are stored in an elevated kitchen cabinet. LPA observed cleaning compounds and personal medications are stored in an elevated shelf in a hallway closet. All off-limit bedrooms and ADU are secured with child proof safety locks. LPA observed the day care bathroom to be clean and free of hazardous items. LPA reminded Licensee that in order for areas to be inaccessible they must be secured while day care children are present. LPA observed two small breed dogs in the home, which Licensee stated vaccines are kept up to date. Continued on LIC 809-C LPA observed a carbon monoxide detector and smoke alarm, which were both tested at 9:20 AM and found to be operable. LPA observed the pull alarm in the home and a fire extinguisher that satisfies regulation with a service tag dated 10/21/2025. LPA notes the last disaster and fire drill was documented on 04/11/2025. The backyard area is fully enclosed with wooden fencing, and the emergency exit gates were observed. LPA also observed off-limit and gated sections of the backyard as well as a locked storage shed. A sample of children and staff records were reviewed. The children\342\200\231s records were found to be complete with required licensing forms. LPA reminded Licensee to document each 15-min sleep check for infants 24 months and younger. Licensees\342\200\231 Pediatric First Aid/CPR certificate expires on 06/25/2026 and Mandated Reporter training certificate expires on 06/20/2026. Licensee was reminded to keep training certifications current and updated prior to expirations. All adults present in the home were associated and cleared. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Continued on LIC 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Susana Ayala Mota, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Licensee applied to change the capacity from a small FCCH (8) to a large FCCH (14) and has obtained an updated Property Owner/Landlord Consent (LIC9149) to reflect the capacity increase to 14 children. LPA observed the required pull alarm in the home for a large FCCH license. Fire clearance was granted on 11/19/2025 by the Santa Maria Fire Department. The home meets Title 22 Division 12 requirements of a Large Family Child Care Home and the license will be pending Licensing Program Manager approval. Once licensed, the Licensee is required to comply with the terms and limitations stated on the license. No deficiencies were cited during today's inspection.
