What the inspector wrote
On June 12th, 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an announced pre-licensing inspection at the above-mentioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Childcare Centers will be met. An application was received for a single license childcare facility requesting to care for 31 infants aged 0-24 months and 48 preschoolers age 2 years to entry into first grade. The facility will operate Monday \342\200\223 Friday 7:00am-5:30pm. This facility is located on the grounds of Escalante Meadows Community Development.
LPA met with applicant Shannan Watkins and together toured and measured the on-limits areas and classrooms located at the facility. Infants will utilize 2 classrooms designated as Infant #1 and Infant #2. Preschoolers will utilize 2 classrooms designated as Preschool #1 and Preschool #2. Facility maintains a total of 33 sinks and 8 toilets which were in order at the time of the inspection.
LPA observed regulation postings placed in a prominent location, and facility will utilize Hub app for purposes of signing in and out. Facility is equipped with a restroom for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area. Facility will provide lunch, and snacks to children. LPA advised menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative.
LPA observed infant classrooms to be clean with age-appropriate toys to meet the needs of children, and toys in good condition, free of sharp, loose or pointed parts. LPA observed sectioned crib area in room #2, surrounded by sound absorbing material offering unobstructed visibility to children in cribs. LPA observed mattress cribs to be firm and covered with a fitted sheet that is appropriate to the mattress size, fits tightly on the mattress, and overlaps the underside of the mattress so it cannot be dislodged. LPA reminded applicant must comply with Safe Sleep regulations at all times. Placement does not hinder entrance or exit to and from the napping space. Floors of rooms has a surface that is safe and clean, and LPA observed waste receptacles with tight fitting bins. Each classroom has a separated kitchen and bathroom area both inaccessible to children. LPA observed changing tables to have padded surface and with washable vinyl / plastic with raised sides and within arm\342\200\231s reach of sink. LPA observed first aid kits available in rooms and fire extinguisher last serviced 12/2/2024. Toxins, poisons, cleaning supplies are stored in an elevated kitchen cabinet which is sectioned off from children.
Preschool classrooms contain a variety of activities for children, comfortable temperature, ample ventilation, individual cubby space for personal belongings and sufficient number of cots for the requested number of children. LPA observed waste receptacles to have tight fitting covers, in good repair, leakproof and rodent-proof. LPA reminded applicant facility shall remain clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. Toxins, poisons, cleaning supplies are stored in an elevated kitchen cabinet which is sectioned off from children. LPA observed first aid kits in both rooms. LPA observed facility kitchen to be clean, in working order, free of pests, and inaccessible to children. Per director, no firearms or ammunition are present on property.
Infants utilize 1 yard for outdoor play and LPA observed shade, access to water and sinks, soft material, age-appropriate toys, equipment, and manipulatives for children\342\200\231s use. Outdoor area encompassing both age groups is surrounded by a regulation height wooden fencing. Outdoor activity space is physically separate from space used by preschool children by wooden fencing. LPA observed several large rocks in the infant sandbox area. LPA advised director this is hazardous to child\342\200\231s safety and applicant stated will remove and/or render inaccessible prior to licensure.

Preschool area is physically seperated from infant area as to prevent comingling. LPA observed several large rocks in the infant sandbox area. LPA advised director this is hazardous to child\342\200\231s safety and applicant stated will remove and/or render inaccessible prior to licensure. No bodies of water are present on the property.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Infant age group classrooms measure: 1,895.43 sq. ft. Infant outdoor area measures 2,858.97 sq. ft. Both will accommodate applicant\342\200\231s request for 31 infants.
Preschool age group classrooms measure: 1,973.84 sq. ft. Preschool outdoor area measures 6,955.38 sq. ft. Both will accommodate applicant\342\200\231s request for 48 preschoolers.
Licensure pending removal or modification to all outdoor rocks and managerial approval.
