What the inspector wrote

Licensing Program Analyst (LPA), Jennifer “Jen” Beehler, met with Director Smriti Datta for an unannounced Required- 1 Year Inspection. Upon arrival, LPA attempted to knock on the office door, ring the door bell at another door and no one answered. LPA observed a staff person going into the office and flagged them down. LPA stated she was with licensing and asked for the Director. Another staff person arrived and stated she would track down the Director. The Director arrived approximately five (5) minutes later. LPA was granted access to the facility by the Director and toured both indoors and outdoors during the inspection. Upon arrival, there were 98 children (preschool age) and 17 staff present, which is compliant with the facility license capacity and ratio requirements. LPA observed all required postings near the entrance to the facility. Hours of operation for the facility are Monday – Friday, 07:00AM-06:00PM . Facility has an active waiver for electronic sign in/out for child pickup/drop off. The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA verified all staff present had a background check and criminal record clearance. LPA reviewed records, conducted a plant inspection including the interior and exterior of the facility. LPA observed cleaning products in an unlocked lower cabinet of room #10. Director immediately moved the chemicals so they were inaccessible from children in care. LPA will have to come back to the facility to conclude the inspection. Due to today's inspection, a Type B Deficiency was cited, more information provided on the attached LIC809-D. Exit interview conducted with facility representatives Director Smriti Datta and Regional Director Brittany Strange. Report was reviewed and provided along appeals rights. NOTICE OF SITE VISIT WAS PROVIDED AND MUST BE POSTED FOR 30 DAYS.
