What the inspector wrote

On 1/8/2025 at 8:30 am, Licensing Program Analyst (LPA) Manel Estoesta conducted a required 3-year visit. LPA met with the Facility Representative / Coordinator Vanessa Espitia and explained the purpose of the visit. Present on this visit were 6 staff and 28 Preschool Children. The Preschool Program is operated in Milpitas Unified School District and all the Staff Criminal Background checks are manage through the Department of Education. The Preschool Program operates from 8:15 am to 11:15 am, Monday to Friday in Room D and E. The Extended Day Care Program operates from Monday to Friday in Room D from 11:15 am to 3 pm. LPA toured the facility to conduct a Health and Safety Inspection with the facility representative. Facility's License, Notification of Parents\342\200\231 Right Poster, Child Car Seat Law, Emergency Disaster Plan, and Personal Rights Poster were observed and posted. The classrooms and restroom were inspected. LPA reminded the facility representative that disinfectants, cleaning solutions, and other items that are dangerous to children were stored inaccessible to children. Cabinets, drawers, and rooms used for storage were locked. Furniture and equipment such as tables and chairs were age appropriate and were in good condition. Restroom for children's use were observed to be in safe, sanitary, and functioning condition. Floors were clean and free from tripping hazard. The facility does not possess nor store any weapons on the premises. Outdoor activity space is fenced and was inspected. The play equipment was maintained in a safe condition and free of hazards. There were no bodies of water observed. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. There were shaded rest areas for children. Drinking water are arranged to be readily available to children during indoor and outdoor activities. Facility files were reviewed. LPA reviewed Children Sign in and Out Sheets. A sampling of Children's files was taken for review. The records reviewed include Admission Agreement, Identification and Emergency Information, Physician\342\200\231s Report, Notification of Parents Right, Consent for Emergency Medical Treatment, Student Injury Report and Individualized Education Plan (IEP). Menus for the month were observed in the classrooms. Snacks are being provided by the facility. LPA observed Smoke and Carbon Monoxide Detectors, fire pull stations and fire extinguishers. Fire Drill was last conducted on 12/11/2024 and Earthquake / Disaster Drill was last conducted on 10/17/2024. Facility does not provide transportation for children. LPA reviewed the facility\342\200\231s Comprehensive School Safety Plan 2023-2024. Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed and in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There were no deficiencies cited during this visit. A notice of site visit was given and must remain posted for 30 days.
