What the inspector wrote

On 11/18/2021 at 1:00PM Licensing Program Analyst (LPA) Sabina Dodoo met with Child Care Center Director Shawn Hott for an UNANNOUCED ANNUAL REQUIRED INSPECTION . Present for the inspection were 6 teachers who are all fingerprint cleared and associated. The total children enrolled are 55 and the census was 38 at the time of the inspection. The classrooms are within ratio. LPA(Sabina) provided licensee a copy of form LIC 125. The Child Care Center was toured to conduct a Health and Safety Inspection. The center currently operates Monday, Tuesday, Thursday, and Friday from 2:20pm To 6pm. On Wednesdays the center operates from 1:30pm to 6pm. The Child Care Center is a single-story building consisting of two portable classrooms with a fenced play yard in the back. It is located on the campus of Addison Elementary School. There are two classrooms: AKC1 AND AKC2. There are chairs and tables equipped for children. The sink has pumping soap and paper towels to dry hands. LPA (Dodoo) observed the classrooms to be neat with proper ventilation and materials equipped to care for the children. The director has the parents enter through the side gate and main office of the school which has direct access to the center. The office of the center is located in the AKC 1 portable classroom. LPA (Sabina) observed the bulletin board (parent\342\200\231s rights, emergency disaster, earthquake drills and facility license). There are menus posted for the snack that is being provided to the children. The parents sign in and out through an app called Learning Gennie. The play yard area is fenced with a play structure and soft green mat located around the play structure to help absorb falls. There is a large green football field nearby that belongs to the elementary campus. The children are supervised at all times when playing outside. The classrooms are equipped with learning materials appropriate for the children in the school age program such as: arts and crafts, science and a music areas.There are also couches next to book shelves that serve as a lounging area where children can have relaxation time. The OFF-LIMIT AREAS are the office, staff bathrooms, and the play area of the Addison Elementary School(Copy of Waiver was obtained). The ON-LIMIT AREAS are the play yard which is fenced with a gate that opens inward/ outward and all the classrooms (AKC1 &AKC2). The classroom has safe furniture appropriate for children. The trash bins are covered with a lid and any the sharp objects (knives, scissors) are kept out of reach from the children. All the disinfectants and cleaning solutions are stored in the top cabinets in the kitchen, so the children do not have access to them. The children are provided snacks which the teachers prepare on their own. LPA(Dodoo) observed the children having chips, salsa, purple potatoes, cheese, and banana. Water is also provided for the children on an as needed basis. If children are hungry there are more snacks available for them to eat. The classroom is equipped with toys, books, chairs, and tables that are appropriate for the age group. The children have cubbies with their names on them. IMS (incidental medical services) are provided by the center and LPA(Dodoo) has observed the labels and medical plan to be in compliance with the department\342\200\231s regulations (a copy of the label has been obtained by LPA). The medicines are locked and kept in a secure area where the director and assistant director has access to them at all times. LPA (Dodoo) also observed the staff authorized to administer the medications have been properly trained.All hazardous materials and toxins are kept out of reach from children and are not accessible. The Child Care Center has a fully charged fire extinguisher 3A-40-BC, working smoke detector, working carbon monoxide, telephone and fully stocked first aid kits. The furniture around the classroom is child proof and the toys are stored in safety bins that can be easily accessed by the children. The Assistant Director has completed the Health and Safety training, CPR/First Aid is current. The licensee is following the immunization laws and has completed the mandated reporter training. The director conducts and documents fire and disaster drills twice a year and the last conducted drill was on 09/17/2021. All required forms are posted and visible for public view. At 2:30PM LPA (Sabina Dodoo) reviewed 10 children\342\200\231s files and 6 staff files, and documented on LIC 857 and LIC 859. There is a current roster available for review and copy obtained. The staff interview was completed with the Center Director Shawn Hott at 4PM. Incidental Medical Services (IMS) policy was discussed. This facility provides IMS to children at this time. If any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over working in Child Care Center, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded of the responsibility as a mandated reporter and the trainings must be done once every two years as well as CPR/First Aid needs to be renewed every two years and must be EMSA approved. LPA also encouraged licensee to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded. For licensing updates and Quarterly Child Care Distribution email, email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list. Effective August 1, 2003 California Law requires Child Care licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624 within 7 business days. There were no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit Interview and staff interview conducted with Director (Hott) at 5pm. This report shall remain on file for the next 3 years.
