What the inspector wrote

On January 21, 2026, at 11:10 AM, Licensing Program Analyst (LPA) Elimika Woods arrived at the facility unannounced to conclude an investigation regarding the above allegation. LPA informed the facility director Jennifer Winters of the purpose of the visit and conducted a tour of the facility. There were 114 children present today and 23 staff members. LPA Woods conducted interviews with parents, director, and staff. Base on interviews conducted the center did not provided the parent with the address, telephone, and name of the childs mental health provider. The allegation that staff did not maintain complete records for the child in the childcare center has been SUBSTANTIATED. Based on LPA's interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. LPA Woods issued a technical violation to the center. A technical violation in childcare refers to a minor, administrative, or paperwork-related infraction of licensing regulations that does not pose an immediate risk to the health, safety, or personal rights of children. A notice of site visit was given and must remain posted for 30 days. Appeal Rights were given and discussed. An exit interview was conducted with the director Jennifer Winters.
