What the inspector wrote

On May 6, 2026, at 9:45 AM, Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Random Inspection and met with Director Jennifer Winters. LPA disclosed the purpose of the inspection, and the facility was toured both indoors and outdoors to conduct a health and safety inspection. There were 115 preschool-age children present during the inspection, supervised by 24 staff members. The facility’s current hours of operation are Monday through Friday from 7:45 AM to 5:00 PM. The facility offers half-day programs only (AM/PM sessions). All individuals subject to criminal record review have obtained a criminal record clearance or exemption and are associated with the facility. LPA conducted a census of the children, and the census matched the 115 signatures on the sign-in sheet. At approximately 10:45 AM, LPA reviewed six children’s files. All files contained the required Personal Rights forms, Parent’s Rights forms, Medical Consent forms, Immunization Records, and Identification and Emergency Information. At approximately 11:30 AM, LPA reviewed six staff files. All files contained the required Health Screening and Employee Rights forms. At least one opening and closing staff member has a current Pediatric CPR and First Aid certification. The center is equipped with wired smoke and carbon monoxide detectors. The smoke detectors are connected to notify the Palo Alto Fire Department when activated. Per the director, the smoke detectors are fully functional and serviced regularly. The center also has a working telephone, first aid kits, emergency backpacks, and multiple fully charged 3A40BC fire extinguishers that meet the standards established by the State Fire Marshal. Disaster drills are conducted at least once every six months with the last drill conducted on 04/13/2026. The four classrooms were inspected at approximately 10:00 AM, and teacher child ratios were observed to be in compliance. The classrooms are arranged to allow children to explore different learning areas. There are adequate play and learning materials available. The floors were clean, and the furniture was appropriately sized for preschool-age children. The play equipment was age-appropriate and in good repair. Proper individual storage space is available for each child’s belongings. The facility’s isolation area for sick children is the seminar room, which is located away from other children in care. All required licensing documents were posted in a publicly accessible area. See LIC 809-C for continuation. The kitchen and staff lounge areas are off-limits to children in care. The facility provides snacks for children in care, and weekly menus are posted at the facility. Low-fat milk is served to children in care. LPA observed the food preparation and refrigerator area to be clean and free of evidence of rodents. LPA reminded the director that all persons engaged in food preparation and food service shall observe personal hygiene and food service sanitation practices to protect food from contamination. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA observed the children in the first classroom returning indoors from outdoor play at approximately 10:15 AM. Staff members were positioned both inside and outside of the classroom as children walked to the restroom area to wash their hands in preparation for morning snack. Staff were positioned in a manner that allowed them to maintain visual supervision of all children as they entered and exited the area. As LPA proceeded to the next classroom, teachers were observed seated at tables engaging the children in conversation while the children ate their snack. There were six staff members present, with one staff member seated at each table supervising children. LPA observed that the staff restroom is located in the courtyard and is separate from the children’s restrooms. The children’s restrooms are located inside each classroom. LPA verified that the toilets were operating properly by flushing them and ensuring they were maintained in a safe and sanitary condition. LPA also tested the water temperature and verified that the water was not excessively hot for children in care. The center had an adequate supply of soap, toilet tissue, and paper towels available for children. The playground areas are fully fenced and was observed to be free from defects and hazardous conditions during today’s inspection. Trees and canopies provide shade and protection from harmful sunlight while children are at play. Slides were securely anchored into the ground with cushioning material underneath to absorb falls. The play equipment was age-appropriate and in good repair. Available outdoor equipment included trucks, building blocks, sand and digging equipment, water tables, playhouses, benches, tables, chairs, climbing apparatuses, hula hoops, obstacle course equipment, balls, basketball hoops, swing sets anchored into the ground, and a teeter-totter. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . Lead Testing – Child Care Centers (CCC) CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director Jennifer Winters .
