What the inspector wrote

On 4/24/2026 at 9:30 am, Licensing Program Analyst’s (LPA) Manel Estoesta conducted an annual / random visit. LPA met with the Site Supervisor - Maria De La Torre and explained the nature of the site visit. On this visit there were 5 staff members and 26 preschool children. The facility operates Monday to Friday from 7:30 am to 5:30 pm. The Preschool Program (Children Center) is in the George Mayne Elementary School and under the management of the Santa Clara Unified School District. The facility is licensed for Portable Classrooms F2-4 (previously named A-C). The facility is only operating in F2-3 classrooms. F2 classroom has part-time preschool children from Monday to Friday from 8:15 am to 11:15 am and the F3 classroom has full-time preschool children from Monday to Friday 7:30 am to 5:30 pm. F1 classroom is being utilized by the School District's Special Education Program, from Monday to Friday, 8:15 am to 11:45 am. LPA toured the facility to conduct a health and safety inspection with the Site Supervisor. Facility's License, Notification of Parents’ Right Poster, Child Car Seat Law, Menus, Activity Schedules, Waiver and LIC 613A Personal Rights were observed to be posted. The facility was observed to follow teacher to children ratio requirement during LPAs' inspection. Children were engaged in various activities under the visual supervision of the teachers. The classrooms, restrooms, and the office area were inspected. The facility does not possess or store any weapons on the premises. Disinfectants, cleaning solutions, and other items that are dangerous to children were stored inaccessible to children. Cabinets, drawers, and rooms used for storage were locked. Furniture and equipment such as mats, cots, tables, and chairs were age appropriate and were in good condition. Restrooms for children's use were observed to be in safe, sanitary, and functioning condition. Floors were clean and free from tripping hazard. Trash cans for solid waste had tight-fitting covers on and were in good repair. Outdoor activity space is fenced and was inspected. The play equipment was maintained in a safe condition and free of hazards. There were no bodies of water observed. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. There were shaded rest areas for children. Drinking water is arranged to be readily available to children during indoor and outdoor activities. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. The facility’s last test of their water (used for drinking and food preparation) for lead contamination was on 11/05/2022. LPA reviewed Children’s sign in records. A sampling of Children's files was taken for review. The reviewed records include Admission Agreement, Identification and Emergency Information, Consent for Medical Treatment, Immunizations and Personal Rights. Full meals and snacks are being provided by the facility. LPA observed Smoke and Carbon Monoxide Detectors, and fire extinguishers. Fire and Disaster Drills were conducted. Facility does not provide transportation for children. The facility handles medications and does currently have children in care who require Incidental Medical Services - IMS Epinephrine and Inhaled Medication. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Site Director confirmed that background checks, including fingerprints, are conducted and maintained as part of the Santa Clara Unified School District. LPA reviewed Staff Files / Records, and the reviewed records include Staff Qualifications, Immunization, Health Screening Report, CPR and 1 st Aid Training Certificates and Mandated Reporter Training Certificates. The LPA reminded the Director that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.The Site Supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
