What the inspector wrote

On 1/15/2026, Licensing Program Analyst (LPA), Liridon Fici (Doni), conducted an unannounced Case Management Inspection for an incident that occurred on 1/6/2026. LPA met with Rocia Lilte, Director and informed her the purpose of today\342\200\231s visit. LPA observed 15 children and three (3) teachers in care. During visit, LPA interviewed staff and obtained a copy of Staff and Children\342\200\231s Roster. Based on interviews conducted, staff confirmed with LPA that C1\342\200\231s personal rights were violated during lunchtime when S4 made a comment in front of other children stating that C1 had broken all of his Christmas toys. Staff who witnessed the incident informed S4 that the comment constituted a personal rights violation and instructed her to stop. The Director informed the LPA that an ongoing investigation is in progress and began on 1/6/2026. The Director further stated that personal rights training was conducted with all staff on 1/13/2026 with dates and signatures of staff. The following type B deficiency was cited on the attached page (809-D). Licensee was informed that failure to correct the deficiency by the specified Plan of Correction (POC) Due Date may result in assessment of civil penalties in the amount of $100 per day per violation until the correction is made. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director, Litle, Rocio along with appeal rights provided.
