What the inspector wrote

On Tuesday, September 20, 2022 at 9:05 am, Licensing Program Analyst (LPA) Manel Estoesta conducted an unannounced Required One (1) Year visit. LPA met with the Director Farahnaz Tehrany and explained the nature of the site visit. Present on this visit were 12 staff and 86 preschool children. Facility operates from Monday to Friday 7:30 am to 6 pm. LPA toured the facility to conduct a Health and Safety Inspection with the Director. Facility also has an active Infant License number 43440043 in the same facility address. The preschool program operates in the Room Three (3) to Room Seven (7). Facility’s License, Parents’ Rights Poster, Personal Rights, Activity Schedules and Menus were observed to be posted. The facility is within ratio and capacity compliance today. Children were engaged in various activities under the visual supervision of the teachers. The classrooms, staff and children's restroom, kitchen, storage room, and office area were inspected. Disinfectants, cleaning solutions, and other items that are dangerous to children were stored inaccessible to children. Cabinets, drawers, and rooms used for storage were locked. Furniture and equipment such as cribs, mats, cots, tables, and chairs were age appropriate and were in god condition, free of sharp, loose, or pointed parts. Floors were clean and free from tripping hazard. Restrooms for children's use were observed to be in safe, sanitary, and functioning condition. Outdoor activity space is fenced and was inspected. The play equipment was maintained in a safe condition and free of hazards. There were no bodies of water observed. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. There were shaded rest areas for children. Drinking water are arranged to be readily available to children during indoor and outdoor activities. SEE 809 C. Continuation. LPA reviewed the following; 1. Fire and Earthquake Drills were conducted and documented on 8/9/22 and 7/27/22 respectively. 2. Children's "Name to Face" attendance checklist in each room. 3. Kindercare Software Application for Facility Operation such as but not limited to Children's Sign in and Out, Activity Log and Parent Teacher Communication. Facility files were reviewed. Child sign in and out procedures, logs were reviewed including the "paper" or manual copy. LPA also obtained copies of the Facility's updated Personnel Report, Child Care Facility Roster and Children's Sign in and Out. Staff files were reviewed. Children Files were reviewed. Each child’s file contains but not limited to of records of receipt for Parents' Rights Notice, Identification and Emergency Information, Consent for Emergency Medical Treatment form, Immunization, Incident Reports and Allergy / Medication Documentation. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. See 809 C. Continuation. LPA discussed the PIN 22-20-CCP, Guardian User Information and COVID19 19 Child Care Guidance from the Public Health. Directors were reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. In the areas that were evaluated, no deficiencies were observed at the time of the visit. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Director, Farahnaz Tehrany.
