What the inspector wrote
On April 2, 2026, at 9:15 AM, Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced annual/random inspection and met with Licensee Shu-Chi Wang. The LPA disclosed the purpose of the visit and conducted a health and safety inspection, touring the facility both inside and outside. Present during the inspection was the licensee’s fingerprint cleared husband. There were no children present during the visit. The facility operates Monday through Friday from 3:30 PM. to 6:00 PM.
The facility is a single-story home owned by the licensee; however, childcare is provided in an accessory dwelling unit (ADU) located in the backyard. The ADU was observed to be clean, orderly, and well maintained. It is equipped with centralized heating and ventilation to ensure the safety and comfort of children. The ADU contains a working telephone, a first aid kit, and a fully charged 3A40BC fire extinguisher, which meets the standards established by the State Fire Marshal.
At 9:30 AM, the LPA asked the licensee whether she transports children or has any firearms in the home. The licensee stated she does not provide transportation and does not have any firearms. At 9:40 AM, LPA Woods inspected cabinets in the on-limit areas and did not observe any hazardous materials or toxins accessible to children during today’s inspection. LPA tested the dual smoke and car
bon monoxide detector in the ADU and found it to be functioning properly.
The ON-LIMIT AREAS include the ADU and the backyard. The designated isolation area is a section of the ADU library, located away from other children.
The OFF-LIMIT AREAS include the entire main house. These areas are made inaccessible to children by closed and/or locked doors and visual supervision.
At 9:50 AM, the LPA inspected the backyard and confirmed that there are no pools, hot tubs, or other bodies of water present, in compliance with childcare licensing regulations. The outdoor play area includes play equipment and outdoor furniture, such as a playhouse and a table for activities (e.g., drawing, painting, or group activities). The backyard is fully fenced and free from defects or dangerous conditions. Multiple trees provide shade and protection from harmful sunlight during outdoor play.

At 9:55 AM, the LPA requested and reviewed the files of four (4) children in care. All files contained Identification and Emergency Information, Parent’s Rights, and Medical Consent forms. During the review, the LPA also checked the health records of the licensee and children and found that the licensee is in compliance with immunization laws applicable to childcare providers.
The licensee conducts and documents fire and disaster drills once every six months, with the most recent drill conducted on March 25, 2026. The licensee has not completed the required Health and Safety training, and her CPR and First Aid certification expired in February 2026; however, she is registered to attend a class on April 12, 2026. Additionally, the licensee completed Mandated Reporter Training on June 22, 2024. The facility roster was reviewed and accurately reflects currently enrolled children as well as those no longer attending the facility. All required licensing documents are posted and visible for public review.

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Effective August 1, 2003, California Law requires Family Child Care Home licensees to report unusual incidents or injuries to children in care to children’s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624B). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
