Licensing Program Analyst (LPA) Martha Jimenez-Villanueva conducted an unannounced follow up investigation today to deliver the investigation findings on the above-mentioned allegation. LPA met with Licensee Ruth Delgado. LPA toured inside and outside the FCCH. Licensee was alone with no children in care today. This Department gathered documents and conducted interviews with relevant individuals. During the course of the investigation, LPA received inconsistent accounts from those interviewed. Based on investigation conducted by this Department, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. No deficiencies were cited today. Exit interview was conducted and the report was reviewed with the Licensee Ruth Delgado in Spanish and Appeal Rights were handed to her. A notice of site visit was given and must remain posted for 30 days.
