On 4/28/26, Licensing Program Analyst(LPA) Anna Morales conducted an Annual Random inspection and was greeted by Director Jane Zamora. The Centers hours of operation are Monday-Friday, 7:30am-5:15pm. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A) and Child Car Seat Law (PUB 269). LPA observed a current Children's roster. Last disaster drill was conducted on 1/29/26. There are four classrooms inside the center, 15, 17, 20 and 21. Classroom Number 17 is currently closed at this time LPA observed 34 children being supervised by seven staff. Facility was observed to be in compliance with teacher to child ratio requirement during visit. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA toured the indoor and outdoor areas classroom. LPA observed working fire extinguishers, working carbon monoxide detectors, and fire pull stations. Facility has central heating/cooling for comfort of children. Director states that there are no weapons or firearms on the premises. Disinfectants, cleaning products, and medicines were stored in inaccessible to the children in care. Furniture and equipment were age appropriate and in good condition, free of sharp, loose, or pointed parts. Floors were free from tripping hazards. LPA observed cubbies for the children's personal belongings. Trash cans for solid waste had tight-fitting covers on and were in good repair. Outdoor activity spaces are enclosed by fencing and are observed to be free of hazards. LPA observed play equipment were in good condition. Drinking water was observed to be readily available for children in each room and in the outdoor playground area via individual water bottles. Shade is provided by trees and canopies. Facility provides breakfast, lunch and two snacks which is prepared on site. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed sign in and out record, and procedure. A sampling of children and staff files was taken for review during today's inspection. Children records reviewed include Admission Agreement, Identification and Emergency Contact, Consent for Emergency Medical Treatment form, receipt of Parent Rights Notice, Personal Rights Notice, Medical Assessment and Immunization. Staff records reviewed include Criminal Record and Child Abuse Index Clearance, Health Screening Report and TB test, Immunization (Measles, Pertussis, and Flu) record and required Training. LPA reminded Director that the online AB1207 Mandated Reported Training needs to be renewed every two years. There was at least one person with current certification in Pediatric CPR and First Aid present at the facility. Incidental Medical Services (IMS) policy was discussed. A notice of site visit was given and must remain posted for 30 days in a visible location. No deficiencies were cited at today's inspection.
