What the inspector wrote

Licensing Program Analysts (LPAs) Jennifer \342\200\234Jen\342\200\235 Beehler and Samantha Yip were granted access to the home by the Licensee and toured both indoors and outdoors during the inspection. Upon arrival, there were six (6) children (5) five preschool-age and (1) infant, the Licensee, her assistant (Madina), her Spouse (Rafael) and one adult child (Sasha) were present, which is compliant with the home license capacity and ratio requirements. LPAs observed all required postings near the entrance to the home and the hours of operation are Monday \342\200\223 Friday, 8:00AM-5:30PM. The Licensee states that the adults in the home are her spouse, daughters Sasha and Alina. Alina did not have a background check and has lived in the home since her 18th birthday. All adults in the home, except Alina have a criminal background check. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A civil penalty of $500 was assessed due to the caregiver background check not being completed for adult daughter. LPAs reviewed facility roster (LIC9040) and was found to be up to date and was posted at the entrance along with the disaster plan. The fire/disaster drill log showed 01/02/2024, which is not compliant with the six-month requirement for homes. LPAs discussed this with the licensee and asked her to complete this and send proof of the new log. LPAs observed a fully charged 3A40BC fire extinguisher, however it had been purchased more than one year ago. LPAs requested a new fire extinguisher be purchased and a receipt provided to the LPAs for proof. A functioning smoke detector and carbon monoxide detector were present in the home. The Licensee states that she does not currently have any children in care who require Incidental Medical Services and does not administer medication at this time. The Licensee states that there are no weapons or firearms in the home. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Indoor areas of the home were inspected by the LPAs today and observed to be clean, orderly, and safe for the day care children. Off-limits inside the home include: three (3) bedrooms, living room, and second bathroom. The kitchen was not fenced off from areas accessible to children. LPAs observed hazardous items to be in reach of the children such as: skewers, knives and cleaning products. LPAs advised licensee a fence is required to keep children out or these items need to be stored inaccessible from children in care. Licensee advised she would get a fence and keep it off limits. Licensee also removed hazardous items during today's visit. There are no open-faced heaters or fireplaces in the home. LPAs observed sufficient age-appropriate materials, toys, and play equipment in the home. Drinking water is readily available for children via water dispenser in the fridge. The bathroom in the home is clean, sanitary, and operable. The Licensee has a working telephone (cell phone) in the home. The Licensee advises that the parents bring all food and snacks. The front yard area of the home was inspected and observed to be fenced in. LPAs observed sufficient play-equipment and supplies for the children that are in good condition and age-appropriate. Off-limit areas outside of home include: backyard area outside of the fenced area for children. There are plastic kitchen structures, tunnels, chairs, sand tables and small toys for the children to play with. Canopy is above the fenced area to provide shade and water mister to keep children cool. No outdoor bodies of water were observed during today\342\200\231s inspection. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Six (6) children\342\200\231s files were reviewed during today\342\200\231s inspection. One child's file was missing and another child's file was missing immunization records. LPAs reminded the Licensee to fill out all fields on the paperwork provided to parents and to regularly update all records for children in care including Individual Infant Sleep Plan (LIC9227) and sleep check documentation for all infants. A sleep log was observed for the infant in care today. Two (2) staff files were reviewed, and required documents were present. The Licensee has current CPR/First-Aid that expires 1/2026 and Mandated Reporter Training that expires on 7/13/2025. LPAs reminded that training must be renewed by all staff every 2 years. LPAs reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. The Licensee states that she does not transport any day care children. LPAs reminded Licensee that a valid driver\342\200\231s license is required to transport children and that children should not be left unattended in parked vehicles. Licensee was also reminded that car seats shall only be used for transportation and shall not be used for sleeping. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. LPAs informed the licensee to provide a copy of this licensing report dated 08/28/2024 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. A notice of site visit was given and must remain posted for 30 days. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.
