Inspector’s narrative

What the inspector wrote

On 08/29/25 at 8:35 AM, Licensing Program Analyst (LPA) Jaime Gonzales conducted an unannounced annual random inspection. LPA was granted access to the home by the licensee Layla Akbar. Upon arrival there were two preschoolers. Licensee stated that brother who is also her assistant is not working today. Throughout the inspection an additional four children arrived by 9:41AM. There were no other individuals in the home during the time of inspection. The home was toured to conduct a Health and Safety Inspection. LPA observed all required postings in the day care room. Days and hours of operation are from Mon.-Fri. 8AM-5PM. The ages of the children to be served are 0-6 years old. The home is neat and clean with heating and ventilation for safety and comfort. The off-limit areas include: Garage, living room, three bedrooms, kitchen, second bathroom, and right side of the yard when facing the home. Licensee stated that kitchen is off limits but children will walk near the area to get to the bathroom and are supervised when walking from the day care area to the restroom. Off-limit areas are inaccessible by closed and/or locked doors and with visual supervision. There are ample age-appropriate toys that appear to be safe and in good condition. Licensee stated isolation area is in the TV room where they are supervised but away from other children. Licensee states that she does not use any harsh chemicals like bleach to clean her home. Licensee stated she uses vinegar and keeps it in the panty and it is inaccessible to children. LPA reminded Licensee that smoking, sleep sacks, baby walkers, and similar items are not allowed in Family Child Care Homes. Licensee does not carry day care insurance. The home has a fully charged (2A10BC) fire extinguisher. LPA observed a operable smoke/carbon monoxide detector. Licensee confirmed she has a working telephone. The Licensee CPR and First Aid certificate is current and expires (01/2026). Continued on Page 2... Licensee and Assistants Mandated Reporter Training for Child Care Providers certifications are expired. Licensee was reminded of Mandated Reporter Training (AB1207) and CPR/First aid certifications needs to be renewed every two years. A copy of the licensee\342\200\231s immunization is on file. Per Licensee, there are no firearms in the home. The Licensee conducts and documents fire and disaster drills at least every six months and was conducted on 06/09/2025. Personnel records are available for review and all required documents are in the file. LPA reviewed five children's files and observed infant files for C1 and C2 were missing documentation of 15-min sleep log. LPA observed one play yard that had an additional mattress on top of the mattress that was specifically made for the play yard that meet the safety standards. Licensee removed mattress and placed it into another room and understood that the mattress to be used is the one that is original to the play yard. LPA and licensee reviewed the infant sleep regulation together during todays inspection and a copy was left at the facility. Forms of discipline to be used by Licensee are redirecting and talking with the child . Licensee understands that children's personal rights should not be violated, including but not limited to, no corporal punishment, interference with eating, sleeping, intimidation, or other actions of a punitive nature. Children are treated with dignity, and receive safe, healthful, and comfortable accommodations. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the exit interview, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Megan's Law was checked on 08/28/25. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
