What the inspector wrote

On February 26, 2026, at 9:30 a.m., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Random Inspection and met with the Director, Shobha Solomon. The LPA disclosed the purpose of the inspection, and the facility was toured to conduct a health and safety inspection. There were 57 preschool-age children present during the inspection, along with 13 staff members. The facility currently operates Monday through Friday from 8:00 a.m. to 5:30 p.m. and consists of four classrooms: Moon, Sun, Butterfly, and Dove. All individuals subject to criminal record review have a clearance or exemption and are associated with the facility. The LPA conducted a census of the children, which matched the 57 signatures signed in on the sign-in sheet. At approximately 9:40 a.m., the LPA reviewed six children\342\200\231s files. All files contained the required Personal Rights, Parent\342\200\231s Rights, Medical Consent forms, and Identification and Emergency Information. At approximately 10:20 a.m., the LPA reviewed four staff files. All files contained the required Health Screening and Employee Rights forms. At least one opening or closing staff member possesses a current CPR and First Aid certificate. At approximately 11:00 a.m., all four classrooms were inspected, and teacher-to-child ratios were observed to be in compliance. The classrooms were set up to allow children to explore various learning areas. Adequate play and learning materials were available. Floors were clean, furniture was appropriately sized for preschoolers and play equipment was age-appropriate and in good repair. Each child had proper individual storage space. The center\342\200\231s isolation area is located in the Director\342\200\231s office, away from other children in care. All required documents were posted in a publicly accessible area. The center is equipped with wired smoke detectors that are connected to notify the fire department when activated. Per the Director, the smoke detectors are fully functional and serviced regularly. The LPA tested the carbon monoxide detectors in the classrooms and found them to be functioning properly. The center has a working telephone, first aid kits, an emergency backpack, and multiple fully charged 3A40BC fire extinguishers that meet standards established by the State Fire Marshal. See 809-C. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. The LPA reminded the director that all persons engaged in food preparation and service shall observe proper personal hygiene and food service sanitation practices to protect food from contamination. LPA Observation During Inspection The LPA observed two staff members supervising children on the lower playground. Staff were positioned at opposite corners of the playground and maintained visual supervision of all children. Some children were sweeping dirt across the play area, while others were building, running, and engaging in active play. The children appeared to be enjoying themselves, and staff were observed engaging in appropriate conversations with some of the approximately 15 children present. The LPA observed that staff bathrooms are separate from the children\342\200\231s bathrooms. The children\342\200\231s bathrooms are located inside the classrooms. The LPA verified that each toilet was functioning properly by flushing them to ensure they were operating in a safe condition. Adequate supplies of soap, toilet tissue, and paper towels were available for children in care. The playground areas were fully fenced and free from defects or dangerous conditions during today\342\200\231s inspection. The playground is equipped with canopies that provide shade, anchored play structures with slides, tricycles, water play equipment, chairs, benches, toy trucks, and building blocks. All play equipment was observed to be age-appropriate and in good repair. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . See 809-C. Lead Testing \342\200\223 Child Care Centers (CCC) CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director, Shobha Solomon .
