Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) Melanie Otsuji arrived to the facility unannounced to conclude investigation into the above allegation. LPA met with Director, Lily Talamantes. Also present during today's visit were 12 additional staff members and 37 infant/toddler aged children. During the course of the investigation, LPA conducted interviews, record reviews and made observations. Based on this information, a classroom which is normally a toddler classroom (mimimum 1 staff to 6 children) had to revert back to infant classroom ratio (minimum 1 staff to 4 children) due to a child enrolled/attending that classroom being under 18 months of age. Because of the ratio change, the facility was out of ratio for at least a couple of days. Based on LPAs observations and record review(s), the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. Health and Safety Code 1596.80 is being cited on the attached LIC. 9099D. An exit interview and report reviewed with Director, Lily Talamantes.

There shall be a ratio of one teacher for every four infants in attendance.This requirement is not being met as evidence by: interviews and record review conducted shows facility on at least a few days was following toddler ratio when they should have been following infant ratios. This has the potential to be a health and safety risk to children in care.
