What the inspector wrote

On 10/29/2025, Licensing Program Analyst (LPA), Farida Raja, conducted an unannounced annual/random inspection. LPA was granted access to the home by Licensee and explained the nature of today\342\200\231s inspection. Present in the home were licensee, two adult assistants and nine children including two infants and seven preschool age. Licensee was observed to be operating within the ratio and capacity requirements of the license. Days and hours of operation are Monday to Friday, 8:00 AM to 4:30 PM. LPA observed all required posted materials in the sun room of the home. Per licensee, two adults and no minor children reside in the home. LPA toured the indoor and outdoor areas of the home with Licensee during today's inspection. Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. Furniture, children's toys and napping equipment was observed to be in good condition. The home has central heating/cooling and ventilation for comfort of children. Licensee stated that they use a wall mounted air conditioner and portable heater to maintain a comfortable temperature for children in the sun room. The home is single story. Off limit areas inside the home is the attached garage. LPA observed a wood stove in the sun room that is barricaded with a child gate. LPA observed the fitted sheet on the crib mattress was not tight fitting and LPA advised Licensee that the fitted sheet needs to be appropriate to the mattress size, fit tightly on the mattress and overlap the side of the mattress so it cannot be dislodged. LPA observed sleep sacks near two cribs and informed Licensee that loose items, blankets and sleep sacks cannot be placed inside the crib. LPA did not observe any children napping in the cribs with sleep sacks during today's inspection. Continued on Page 2 LPA observed a 3A40BC fire extinguisher and working smoke and carbon monoxide detector in the sun room. LPA reminded licensee that fire extinguisher needs to be serviced once every 12 months and service tag needs to be maintained for review. Licensee states that she does not have any weapons or pets in the home. All detergents, cleaning compounds, poisons, medications, sharp objects and other similar items were observed to be stored inaccessible to children. LPA reminded Licensee that smoking, baby walkers, and similar items are not allowed in Family Child Care Homes. Outdoor space and play equipment were observed to be age appropriate. Children use the outdoor area to the right and left side of the sun room. Backyard is fenced and both sides of the home are gated. Off limit areas outdoor includes: fenced swimming pool area and storage shed (right side area). Shade was observed to be provided by building overhang, umbrellas, trees and canopy. LPA observed the swimming pool and jacuzzi are surrounded by a metal fence that is atleast 60 inches. The fence does not obscure the pool from view. The mesh fence has a maximum vertical clearance of two inches from the ground to the bottom of the enclosure, no gaps or voids that can allow the passage of a sphere with a diameter equal to or greater than four inches. The access gate leading to the swimming pool swings away from the pool, self-closes with a self-latching device that is no more than six inches from the top of the gate. LPA observed, per HSC 1596.814 effective January 1, 2025, the swimming pool and jacuzzi have a pool alarm that is compatible with the ASTM International Standard. The pool alarm was tested during today's inspection. Upon testing the alarm in the jacuzzi LPA noted that there was a delay of a few minutes before the alarm sounded. LPA observed picnic tables, one chair and water table against the swimming pool fence. LPA advised Licensee to remove them as children can use them to climb on and access the swimming pool area. Assistant moved the tables and placed them against a side wall during today's visit. LPA reminded Licensee that water tables and wading pools need to be emptied after each use. LPA observed, per regulation 1596.814, the pool is missing a life ring with minimum of 17 inches in diameter and labeled as approved by United Stated Coast Guard, a rescue pole with a body hook and minimum length of 12 feet, and a daily inspection of the drowning prevention safety features and safety equipment before opening the facility each day. LPA informed Licensee that the safety equipment should be visible from the swimming pool and available for immediate use. Bathroom used by children was in operating condition. Toilets and faucet are clean and operable. The shower area is free of hazards. Continued on Page 3 Drinking water is readily available for children in the home via individual water bottles and refilled using store bought water. Licensee states that she provides morning and afternoon snacks to the children and parents provide lunch from home. Licensee understands that any food brought from home shall be labeled with each child's name and properly stored or refrigerated. Licensee stated that she talks to children and redirects them as a form of discipline. Licensee stated that she does not use time outs and instead uses a calming 'magic ' area to help children calm down. Licensee states that a child will be isolated in the living room if necessary due to illness or communicable disease until authorized representative pick up. LPA reviewed a current Child Care Facility Roster and Fire/Disaster drill log during today's inspection. Fire/disaster drill was last conducted on 10/10/2025. LPA obtained copy of children's roster. Licensee carries daycare insurance and LPA verified current policy. LPA reviewed four children\342\200\231s files ( two infants and two preschool age) during today's inspection. Licensee was not observed to be caring for any infants under 12 months today. LPA reviewed 15 minute nap check log for two infants in care. LPA reminded Licensee to conduct 15-minute checks for all infants and maintain record for review. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed three staff files (Licensee and two adult assistants) for the required forms and found them to be current and up to date. A review of staff records indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee has current Pediatric CPR/First Aid certification which expires on 09/10/2027. Licensee and staff have the required immunization in file for measles, pertussis and influenza/statement declining influenza. Licensee and staff are current with Mandated Reporter Training for Child Care Workers. Continued on Page 4 Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Supervision of children was discussed with Licensee, and she understands that she or a qualified adult must be present in the home during day care hours and ensure that the children are supervised at all times. LPA discussed the requirement for Licensee to be present at the facility 80 percent of the hours the facility is in operation and that temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time and a qualified assistant must be present. Licensee understands in absence of a helper her license capacity is reduced to 8 and ratio (age of the children) must be observed. LPA discussed "zero tolerance" related regulations which includes the assessment of an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. A $500 immediate civil penalty is assessed for serious violations such as absence of supervision, accessible bodies of water, accessible firearms, refused entry of licensing staff, presence of an excluded person, and violations that result in illness or injury. An ongoing civil penalty of $100 per day continues until the violation(s) is corrected. Incidental Medical Services (IMS) policy was discussed. Licensee states that no children require medications or IMS at this time. For IMS information see PIN 22-02-CCP. Continued on Page 5 Licensee states that she does not transport any day care children. LPA reminded Licensee that if she decides to transport children, children should not be left unattended in parked vehicles and that car seats shall only be used for transportation and shall not be used for sleeping. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Deficiencies were cited today on the attached LIC 809D pages. Appeal rights were printed and provided to Licensee. Exit interview conducted and report was reviewed with Licensee, Simin Kaeni.
