On 04/14/2026, Licensing Program Analyst (LPA) Pedro Gutierrez met with licensee Olga Morales for an unannounced annual inspection. LPA explained the reason for the visit. Present were licensee, assistant (S1), licensee’s daughter (S2), and five daycare children – three preschool age and two infants. Days and hours of operation are Monday to Saturday, 4:00am to 11:30pm. The adults that reside in the home are licensee and her family members (S2 – S8), along with two minor children. A review of staff records on 04/13/2026 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee Olga Morales was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption prior to initial presence in a Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if the regulation is violated. LPA toured the indoor and outdoor areas during today's visit. LPA observed a barricaded fireplace and stairs barricaded. Off-limit indoors: entire second floor (three bedrooms and one bathroom), kitchen, and master bedroom with bathroom. LPA observed a fully charged 3A40BC fire extinguisher, working smoke detector, working carbon monoxide detector, fenced backyard, and no bodies of water. Off-limit outdoors: backyard and detached garage. Children play in the front yard. Licensee states that there are no firearms/weapons in the home. There is one dog in the home and licensee states it is vaccinated. LPA observed licensee have a current CPR and First Aid certification expiring 10/05/2027 and completed Mandated Reporter training on 08/20/2024. LPA observed S1 have a current CPR and First Aid certification expiring 04/06/2027 and completed Mandated Reporter training on 05/19/2025. LPA observed S2 have a current CPR and First Aid certification expiring 10/05/2027 and completed Mandated Reporter training on 08/20/2024. LPA observed a current roster of the children and a fire and disaster drill log which was last completed on 02/13/2026. LPA reviewed five children's files and observed all forms are completed, children have current immunization records, and infants have their sleep logs. Licensee does not have daycare insurance. LPA discussed SB792 Immunization Requirements and observed licensee, S1, and S2 has immunization records on file. No IMS is administered by the facility. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Supervision of children was discussed with licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time. Licensee understands if she transports children via vehicle, children cannot be left in parked vehicles unattended at any time. LPA also informed licensee Olga Morales of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee Olga Morales was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE OLGA MORALES confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Exit interview conducted and report was reviewed with the licensee Olga Morales. Appeal rights was handed to the licensee. There were no deficiencies cited during the visit . A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
