What Happened
Annual/random inspection of preschool child care center. Facility operating within licensed capacity and ratio requirements. Deficiencies cited: carbon monoxide detector non-functional, two children's records missing signatures on sign-in/out sheets, four children's files missing Notification of Parent's Rights forms.

101218.1 Admission Procedures and Parental and Authorized Representative's Rights....(b) At the time of acceptance of each child in care, the licensee shall inform each child's parent or authorized representative of his/her rights that include, but are not limited to, the following: (1)To enter and inspect the child care center in accordance with Health and Safety Code Section 1596.857. This requirement has not been met as evidenced by: Witness testimony confirmed Authorized Representative was not allowed access to the facility during an emergency pick up. This poses a potential risk to the health, safety and personal rights of children in care.
