On 10/17/2025 at 8:50am, Licensing Program Analyst (LPA) Jialing “Julianne” Zhu and Licensing Program Manager (LPM) Chandra Charles conducted an UNANNOUNCED COMPLAINT SITE INSPECTION. LPA met with facility representative (FR) Baishakhi “Boi” Hazarika. LPA advised FR the nature of the inspection: a complaint regarding two (2) Children’s Personal Rights allegations were filed against the facility. Present during the inspection were seven (7) fingerprint-cleared staff and 41 children in care. Throughout the course of the investigation, LPA reviewed facility roster and personnel report. Interviews were conducted with Reporting Party (RP), teachers, children, and parents. LPA also made observations at the facility and inside the classrooms on multiple visits. Although the above allegatisons may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are unsubstantiated. Report was reviewed, exit interview was conducted, and Appeal Rights were provided to facility representative Boi Hazarika. Notice of Site Visit was given and must remain posted for 30 days.
