What the inspector wrote

Licensing Program Analyst (LPA) Anna Morales conducted an Annual Required inspection. LPA was greeted by Licensee Vanessa Arranaga and her daughter. Present were four children( two infant under 12 months - two at 4 years of age). Days and hours of operation are Monday through Friday from 7:00 \342\200\2235:30pm. Licensee understands the capacity options and understands that the maximum capacity is 14 children. LPA observed a current children's roster. Last disaster drill was conducted on 2/8/2023. Licensee provides meals and snacks to the children. Licensee stated that she serves breakfast, lunch and snacks. Licensee, her husband and her son are the adults residing at this location. All have been cleared/ associated to the facility, and have TB clearances on file. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA toured the indoor and outdoor of the facility. On limits in the facility are the living room, bathroom in hallway, kitchen and living room. The children have access to the backyard which is enclosed by a fence. Off limits inside the facility are the two bedrooms and laundry room. There is another house ( in-law cottage) which is off limits to the children in care. The fire place located in the living room is barricaded. LPA observed a charged Fire extinguisher and a carbon monoxide/ smoke detector. No bodies of water were observed. Licensee stated that she does not have any weapons and no one residing at the home smokes. Licensee's Mandated Reporter Training (AB1207) expires on 3/5/2024. LPA discussed Senate Bill 792, Assembly Bill (AB) 1207 (Mandated Child Abuse Reporting Training) which is required training that began on January 1, 2018 and requires renewal every two years, AB 633 was discussed with Licensee. Licensing forms, Title 22 regulations, can be obtained through the internet at www.ccld.ca.gov . Mandated Reported Training can be accessed at www.mandatedreporterca.com . LPA reviewed a random selection of children\342\200\231s files for the following records: Notification of Parents Rights (LIC995A), Consent for Emergency Medical Treatment (LIC627), Identification and Emergency Information (LIC700), Immunization Records (PM286), and Individual Infant Sleeping Care plan and Infants 15 minute sleep log. Licensee files was reviewed for the following records: Employee Rights (LIC9052), Criminal Record Statement (LIC508), Statement Acknowledging Requirement to report Child Abuse (LIC9108), and Immunization Record showing immunity to measles (MMR), pertussis (Tdap), and influenza (or statement declining influenza). Licensee's Pediatric First Aid/CPR expires on 10/2024. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/ Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. L PA discussed the requirements of AB 633 with the Licensee and understands the AB 633 fact sheet/copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224). LPA discussed "zero tolerance" related regulations and advised that the assessment of an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $100 per day continues until the violation(s) is corrected. During the exit interview, the LICENSEE, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were cited at today's visit. LPA requested from Licensee to submit the following: LIC279B, current copy of Mandated Reporter Training, Pediatric First Aid/CPR and Emergency Disaster Plan(LIC610A). Notice of site visit was given and must remain posted for 30 days.
