Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA), Farida Raja, conducted an unannounced annual/random inspection. LPA was granted access to the home by Licensee, Adilakshmi Lingampalli and explained the nature of today’s inspection. Present in the home were licensee, three infants and one preschool age child. Licensee is operating within the ratio and capacity requirements of the license. Days and hours of operation are Monday to Friday, 8:00 am to 6:00 pm. LPA observed all required posted materials in the dining area of the home. There are three adults that reside in the home. LPA toured the indoor and outdoor areas of the home during today's inspection. Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. The home has central heating/cooling and ventilation for comfort of children. The home is two story and LPA observed barricaded stairs during today's inspection. Off limit areas inside the home: entire second level, living room, one bedroom, one bathroom, laundry room and attached garage. LPA observed a barricaded fireplace in the on-limits family room. On limit areas include family room, kitchen, formal dining area and half bath. All knives and sharp items were observed to be stored out of reach of children. Off limit areas outside the home: left side section and garden bed in the right side section. Backyard is fenced and both sides of the home are gated. There are no bodies of water observed. LPA observed some backyard toys like cars and bikes were not in good repair. LPA advised Licensee to remove/make inaccessible any play equipment that is in disrepair. LPA observed that the bathroom used by children was in operating condition. Toilets and faucet are operable. Continued on Page 2 LPA observed a serviced 3A40BC fire extinguisher in the kitchen area and working smoke/carbon monoxide detectors. Licensee states that she does not have any weapons or pets in the home. Licensee understands that smoking is prohibited in the home. Drinking water is readily available for children in the home via individual water bottles and refilled using filtered water. Licensee states that she provides breakfast, lunch and snacks to the children in care. Licensee understands that any food brought from home shall be labeled with each child's name and properly stored or refrigerated. Licensee states that a child will be isolated in the formal dining area/nap area if necessary due to illness or communicable disease. LPA reviewed a current Child Care Facility Roster and Fire/Disaster drill log during today's inspection. Fire/disaster drill was last conducted on 01/03/2025. LPA obtained copy of children's roster. LPA reviewed four children's files for the required forms. Licensee does not have liability insurance for the day care and issues the Affidavit Regarding Liability Insurance for Family Child Care Home (LIC 282). LPA reviewed three infant's files for the nap check log. During today's inspection LPA observed Licensee completing the nap check log for previous days this week. LPA informed Licensee that nap checks need to be conducted and documented at the same time that children are napping and cannot be filled in after a few days. LPA reminded licensee that if an infant is sleeping in a separate room from where the provider is stationed the door to the room the infant is sleeping in shall remain open at all times. The provider shall be able to visually observe the infant without moving the door. LPA discussed the safe sleep regulations with licensee, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
