What the inspector wrote

#2 Licensing Program Analysts (LPAs), Marilou Monico and Aman Sharma, made an unannounced Required - 1 Year inspection. Licensee, Lidan Ou, was not home when LPAs arrived at 12:50 PM. Present in the home were Licensee's adult niece/helper (H-1), Licensee's adult helper (H-2), and 13 children including three infants and 10 preschool age. Licensee arrived in the home around 1:00 PM. LPAs explained with licensee the purpose of today's visit. Licensee and her husband are the adults residing in the home. The daycare is open Monday to Friday from 8:30 AM to 6:30 PM. The daycare is a 4-bedroom, 2 1/2-bath house. LPAs toured the home inside and out with licensee. Off limit areas in the home include: 4 bedrooms, 2 bathrooms, and garage. Off limit areas outside the home: left side yard. LPAs observed sufficient toys and play equipment for the day care children. Bathroom used by children was observed to be clean and in good condition. There were no bodies of water observed. Licensee states that there are no weapons in the home. LPAs observed a fully charged 3A40BC fire extinguisher, functioning carbon monoxide detector, working smoke detector, barricaded fireplaces, and fenced backyard. Cleaning compounds, sharp objects, and other similar items were stored inaccessible to children. LPA discussed with Licensee Assembly Bill (AB) 1207 (Mandated Child Abuse Reporter Training) which is required training that began on January 1, 2018 and requires renewal every two years. Mandated Reported Training can be accessed at www.mandatedreporterca.com . Licensee and her helper (H-2) have current Pediatric CPR/First Aid certifications. AB 633 was also discussed with Licensee. LPAs reviewed 12 children's files and two helper's files. Copy of children's roster was obtained. Fire/disaster drill was conducted on July 20, 2021. Continuation on next pages: A review of staff records during today's inspection indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPAs reminded licensee of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12 month period. LPAs reviewed with Licensee the violations that would result in an immediate assessment of civil penalty in the amount of $500. Licensee is encouraged to visit the Department\342\200\231s website at www.cdss.ca.gov [Shortcut: www.ccld.ca.gov ] to access resources for Providers, Regulations, Adoptions of new laws, pay annual fees etc. LPA reviewed with Licensee and provided her a copy of Safe Sleep Regulations (PIN 20-24-CCP). Incidental Medical Services (IMS) policy was discussed. Licensee states that she is not planning to provide IMS at this time. As a result of this inspection, deficiencies were cited on the following pages: A NOTICE OF SITE VISIT WAS ISSUED AND MUST REMAIN POSTED FOR 30 DAYS.

  • APPLICATION FOR INITIAL LICENSE

    Application for Initial License - Evidence of a current tuberculosis clearance, not more than one year prior to or seven days after initial presence in the home, for any adult in the home during the time that children are under care. This requirement is not met as evidenced by: Per review of records, H-1 is missing TB test in her file. This poses a potential risk to the health and safety of children in care.

  • STAFFING RATIO AND CAPACITY

    STAFFING RATIO & CAPACITY - A large family day care home may provide care for more than 12 children and up to and including 14 children, if at least one child is enrolled in and attending kindergarten or elementary school and a second child is at least six years of age. This requirement is not met as evidenced by: LPAs observed 13 children present in the home including three (3) infants and 10 preschool age. This poses an immediate risk to the health and safety to children in care.

    IMMUNIZATIONS

    Immunizations - Prior to admission to a family day care home, children shall be immunized against diseases as required by the California Code of Regulations, Title 17, beginning with Section 6000. This requirement is not met as evidenced by: Per review of records, C-1, C-4, C-7, C-10 and C-12 are missing immunization records. This poses a potential risk to the health and safety of children in care.

  • Family Day Care Homes

    Commencing September 1, 2016, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year. This requirement is not met as evidenced by: Per review of records, H-1 & H-2 are missing immunization in measles, pertussis, and influenza. This poses a potential risk to the health and safety of children in care.
