What the inspector wrote

Licensing Program Analyst (LPA) Oscar Huang met with Licensee, Lidan Ou for an unannounced case management inspection. LPA explained the nature of today\342\200\231s inspection to Licensee. Present were a staff, 12 preschoolers in the home during today's inspection. Days and hours of operation are Monday to Friday, 8:30am to 5:30pm. The adults that reside in the home is currently licensee and her tenant/helper. A review of staff records on 07/16/2022 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee, Lidan Ou was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA toured the indoor and outdoor areas of the home during today\342\200\231s inspection. LPA observed that the home appears clean and orderly, with heating and ventilation for safety and comfort of the children. Temperature was measured at 80 degree F by thermostat on the wall. LPA observed no baby walker on the premises. LPA observed no stairs inside the home. Licensee stated that there is no change for the daycare areas. The main area of the home is used for the day care are living room, family room, and the half bathroom in the family room. LPA observed a screened fireplace. LPA observed safe and sufficient materials, toys, and play equipment for the day care children. All sharp objects, detergents, cleaning compounds, medications, poisons, and other similar items are stored inaccessible to children. LPA observed a fully charged 3A40BC fire extinguisher, one combined working smoke/carbon monoxide detector. Licensee states there are no weapons/firearms in the home. LPA observed a fenced backyard and no bodies of water. Licensee owns the house, and has child care liability insurance with DCI. LPA observed Licensee has current CPR and First Aid certification expiring 08/2022. LPA observed a current roster of the children and a fire and disaster drills log which is to be done at least once every six months. The last drills were conducted on 04/26/2022. LPA reviewed all 12 children files. Immunization records are maintained and up-to-date, and updated in form PM 286. LPA observed Notification of Parents\342\200\231 Rights is in each child\342\200\231s file. LPA observed Acknowledge of receipt of licensing reports are signed by all the parents and kept in each child's file for both reports on 09/29/2021 and 10/26/2021. Supervision of children was discussed with Licensee, and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options. Licensee states that she does not transport children via vehicle but she understands that children cannot be left in parked vehicles unattended at any time. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
