What the inspector wrote

On 1/25/2024 Licensing Program Analyst (LPA) Melanie Otsuji met with Director, Esther Rosenblat, for an Unannounced Required 3-Year Inspection . Also present during today's visit were 2 fingerprint cleared staff members, 1 staff member without fingerprint clearances (see 809D for deficiency) and 18 preschool aged children. LPA toured three classrooms for a health and safety inspection. The facility operates 8am \342\200\223 5pm, Monday \342\200\223 Friday. The facility has ample age-appropriate materials in the classrooms that were observed to be clean and in good condition. All toxins, cleaning products, medications, and hazardous materials were observed to be in inaccessible areas. All children have access to clean drinking water in each classroom. The facility has working carbon monoxide detectors, fully charged fire extinguishers and smoke detectors on site. There is a separate staff bathroom on site as well. The kitchen is in the front of the facility and inaccessible to the children in care. Facility provides all food for the children. All food that will be brought from the children\342\200\231s home will be properly labeled and stored. The outside play yard is clean with ample age-appropriate materials for the children. The yard is fully fenced and has plenty of shade for the children. LPA did not observe any harmful or unattended bodies of water in or around the facility. The facility is operating within their licensed capacity and is in ratio today. All required postings are made visible in the front office. The fire/disaster drill log is complete with the last drill logged in December 2023. LPA obtained a sample of the children\342\200\231s files, the staff files, and the facility files. Deficiencies cited during inspection \302\267 Adult present without a criminal record clearance LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Also, LPA Otsuji informed the Director to provide a copy of this licensing report dated 1/25/2024 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Esther Rosenblat.
