What the inspector wrote
On February 24, 2026, at 9:30 a.m., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual/Random inspection and met with Licensee Fariba Samadani. The LPA disclosed the purpose of the visit and conducted a health and safety inspection, touring the facility both inside and outside. There were no children present at the time of the inspection.
The facility operates Monday through Friday from 2:30 p.m. to 6:00 p.m. as an after-school child care program. Start times may vary depending on the school schedule. The facility does not operate during the summer. At 9:45 a.m., the LPA asked the licensee whether she has firearms in the home or provides transportation for children in care. The licensee stated that she does not have firearms in the home and does not provide transportation.
The facility is a single-story home owned by the licensee and consists of three bedrooms, two bathrooms, a living room, family room, kitchen, dining area, garage, and backyard. The home was observed to be clean, orderly, and well maintained. It is equipped with centralized heating, air conditioning, and ventilation to ensure the safety and comfort of children.
On-limits areas include the kitchen, front bedroom, bathroom at the end of the hallway, living room, family room, and backyard. The designated isolation area is the living room, located away from other children in care.
Off-limits areas include two back bedrooms, the primary bathroom, and the garage. These areas are made inaccessible to children through closed and/or locked doors and visual supervision.
At 10:00 a.m., the LPA inspected the backyard and confirmed that there are no pools, hot tubs, or other bodies of water on the premises, in compliance with child care licensing regulations. The outdoor play area includes outdoor furniture such as tables, benches, and play equipment. The backyard is fully fenced and free of defects or hazardous conditions. Trees provide shade and protection from harmful sunlight during outdoor play.

The LPA inspected cabinets in the on-limits areas, including the kitchen, front bedroom, bathroom at the end of the hallway, family room, and living room, and did not observe any hazardous materials or toxins accessible to children during today\342\200\231s inspection. The LPA tested the smoke detector located in the front bedroom and the carbon monoxide detector located in the hallway by the front door; both were found to be functioning properly. The home is equipped with a working telephone, a first aid kit, and a fully charged 3A40BC fire extinguisher that meets standards established by the State Fire Marshal. A fireplace located in the family room was observed to have a barricade/screen in place to prevent access by children.
At 10:15 a.m., the LPA requested and reviewed the files of two (2) children in care. All children\342\200\231s files contained the required Identification and Emergency Information, Parent\342\200\231s Rights, and Medical Consent forms. During the review, LPA Woods also reviewed the licensee\342\200\231s health records and determined the licensee is in compliance with immunization laws applicable to child care providers.
The licensee conducts and documents fire and disaster drills at least once every six months. The most recent drill was conducted on November 12, 2025. The licensee has completed Health and Safety training, and CPR and First Aid certification is current, with an expiration date of November 2027. The facility roster was reviewed and accurately reflects current children enrolled as well as those no longer attending the facility. All required licensing documents were observed to be posted and visible for public review.
Effective August 1, 2003, California Law requires Family Child Care Home licensees to report unusual incidents or injuries to children in care to children\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624B). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
