Routine inspection (3-year)·November 7, 2023

On November 7, 2023 at 9:30am, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced for a Required-3 Year inspection. LPA met with director Rochelle Westmoreland. There were 19 children and an additional 3 staff members present during the inspection. This program is part of a combination center which also includes an infant component. Classrooms currently being used and inspected today are the Starfish and Seahorse rooms. The Dolphin Room is currently not being used. The facility was toured for a health and safety inspection. The hours of operation are Monday through Friday, 7:00am to 5:30pm. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the visit. The toilets and sinks were safe, sanitary and in operable condition. Furniture and equipment are in good condition, and floors are free of tripping hazards. The kitchen/food preparation and storage areas appear to be clean and free of evidence of rodents, and food is protected against contamination. All storage containers for solid waste have tight-fitting covers that are in good repair. Drinking water is available both indoors and outdoors by way of Arrowhead bottled water. Menus are posted and visible for parents to view. Medications are inaccessible to children. There are no pools or similar bodies of water at this facility. Outdoor activity space and playground equipment observed to be safe and free of hazards. Climbing equipment is properly anchored to the ground with adequate and appropriate cushioning material to absorb falls. There is a shaded area provided for the children. Fire/Disaster Drills are conducted at least every six months, and a review of the log shows the last drill was conducted 10/14/2023. Required licensing documents were posted. Fire extinguishers, carbon monoxide and smoke detectors meet State Fire Marshall standards. The facility is operating within its licensed capacity. The facility is within ratio today with one teacher supervising no more than 12 children. LPA did not observe any child left without visual supervision or unattended during the inspection. The center is in compliance with the sign in and out procedure. At 12:15pm a sample of children and staff records were reviewed. Teachers present today meet the qualification requirements. Staff have required immunizations and mandated reporter training. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following deficiencies were observed during today’s inspection: Upon file review, LPA observed the First Aid/CPR course that staff completed is not EMSA approved. See LIC809D for deficiencies cited during today's inspection. Failure to correct will result in a $100 per day civil penalty until corrected.
