Routine inspection (3-year)·November 7, 2023

On November 7, 2023 at 9:30am, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced for a Required-3 Year inspection. LPA met with director Rochelle Westmoreland. There were 10 children and an additional 3 staff members present during the inspection. This program is part of a combination center which also includes an preschool component. Classrooms currently being used and inspected today are the Jellyfish and Sea Turtles rooms. The Baby Beluga and Angelfish rooms are currently not being used. The facility was toured for a health and safety inspection. The hours of operation are Monday through Friday, 7:00am to 5:30pm. Furniture and napping equipment observed during inspection were age appropriate and in good condition. The indoor and outdoor activity space for the infant program is physically separate from the preschool components. Each crib is occupied by only one infant at a time, and is free from all loose objects, including blankets and pillows. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the inspection. The toilets and sinks were clean and in operable condition. The floors were free of tripping hazards. Kitchen/food preparation and storage areas were observed to be clean, and free of evidence of rodents, and food is protected against contamination. All storage containers for solid waste have tight-fitting covers that are in good repair. Drinking water is available both indoors and outdoors by way of Arrowhead bottled water. Menus were posted and visible for parents to view. There are no pools or similar bodies of water at this facility. Outdoor activity space and playground equipment were observed to be safe, free of hazards and had appropriate cushioning material to absorb falls. There is a shaded area provided for the children. Fire/Disaster Drills are conducted at least every six months, and a review of the log shows the last drill was conducted 10/14/2023. Required licensing documents were posted. Fire extinguishers, carbon monoxide and smoke detectors meet State Fire Marshall standards. The facility is operating within its licensed capacity. The facility is within ratio today with 1 teacher supervising no more than 4 Infants. LPA did not observe any child left without visual supervision during the inspection. The center is in compliance with the sign in and out procedure. At 12:15pm, a sample of children and staff files were reviewed. The facility maintains a sleep log for infants up to 24 months, and needs and service plans. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following deficiencies were observed during today’s inspection: The First Aid/CPR course that staff completed is not EMSA approved. Staff S1 and S2 do not have a Health Screening (LIC 503) and TB clearance on file. Staff S1 does not have mandated reporter training on file. See LIC809D for deficiencies cited during today's inspection. Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected. Please see LIC 9102 for Advisory Notes. A notice of site visit was given and must remain posted for 30 days.
