What the inspector wrote

On February 25, 2026, at 9:15 a.m. , Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Random Inspection and met with the Director, Mary M. Singh. The LPA disclosed the purpose of the inspection and the facility was toured both inside and outside to assess health and safety conditions. There were 28 preschool-age children present during the inspection with four staff members supervising. The facility operates Monday through Friday from 7:00 a.m. to 6:00 p.m. and utilizes two classrooms. All individuals subject to criminal record review have a clearance or exemption and are properly associated with the facility. The LPA conducted a census of the children in care, which matched the 28 signatures recorded on the sign-in sheet. At approximately 9:45 a.m. , the LPA reviewed three (3) children\342\200\231s files . Each file contained the required Personal Rights , Parents\342\200\231 Rights , Medical Consent , and Identification and Emergency Information forms. At approximately 10:15 a.m. , the LPA reviewed four staff files . All files contained the required Health Records , Employee Rights , and Statement Acknowledging Requirement to Report Child Abuse . At least one opening or closing staff member holds a current CPR and First Aid certification . The facility is equipped with working smoke and carbon monoxide detectors , a working telephone , first aid kits , a pull-down fire alarm system , and a fully charged 4A80BC fire extinguisher that meets standards established by the State Fire Marshal and is located in the hallway. The two classrooms were inspected and teacher-to-child ratios were observed. The classrooms are arranged to allow children to explore various learning areas and contain adequate play and learning materials. Floors were clean, furniture was appropriately sized for preschool-age children, and play equipment was age-appropriate and in good repair. Each child has proper individual storage space. The designated isolation area for ill children is the director\342\200\231s office , located away from other children in care. All required documents were posted in a publicly accessible area . (See LIC 809-C .) Parents have the option to participate in a food program in which meals are provided by School Caterers, while other parents supply lunches and snacks for their children daily. The LPA observed a designated refrigerator area, which was clean and free from evidence of rodents. The LPA reminded the director that all individuals engaged in food preparation and service must observe proper personal hygiene and food service sanitation practices to prevent food contamination. The LPA observed that the staff restroom is separate from the children\342\200\231s restroom. The children\342\200\231s restroom is located next to the director\342\200\231s office. The LPA verified that the toilets were operating in a safe condition by flushing them. The center has an adequate supply of soap, toilet tissue, and paper towels available to children in care. The playground area was fully fenced and free from defects or hazardous conditions during today\342\200\231s inspection. The playground is equipped with benches, climbing apparatuses, slides, and swings. All play structures and swings are securely anchored into the ground. The equipment is age-appropriate and in good repair. Trees and canopies provide shade for children during outdoor play. The playground also contains storage sheds with locks that are inaccessible to children. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The directors was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director, Mary M. Singh .
