What the inspector wrote

On 7/28/25 and on 8/1/25, LPA conducted interviews of parents whose children are currently enrolled at the facility. Parents stated that their children have never expressed that the Licensee handled them in a rough manner or used inappropriate discipline. Parents express that their children are happy to go to the day care and have no concerns with the way the Licensee is providing care and supervision. On 10/6/25, an interview of child (C1) who previously attended the facility was conducted. As part of this investigation, LPA reached out to other former parents who are working with their respective local law enforcement agencies to have their children interviewed. All law enforcement contacts either have no substantiative information to share at this time, they are only assisting the parents with children\342\200\231s interviews, or stated that they are uncertain when the case will be concluded. This Department has investigated the above allegations. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED. Exit Interview was conducted with the Licensees, Carmen Mendoza -Madrigal & Rafael Madrigal. Appeal Rights were given, Notice of Site was issued and is to be posted for thirty day(30)days.
