What the inspector wrote

On Tuesday, June 25. 2024 at 10:30 am, Licensing Program Analyst (LPA) Manel Estoesta conducted an unannounced Required 1 Year Visit. LPA met with the Director Jasmin Antony and explained the purpose of today's visit. Present on this visit were 4 staff, 3 volunteers, 10 toddlers, and 15 preschool children. Facility operates from Monday to Friday 8:00 AM to 6:00 PM. The facility is licensed for a Preschool Program with Toddler Component. The facility has shared office and storage space with India Community Center. The Licensed Rooms are the Toddler Room and the Preschool Room. LPA toured the facility with the Director to conduct a Health and Safety Inspection. Facility’s License, Parents’ Rights Poster, Personal Rights, Menus and Activity Schedules were observed to be posted. Facility was observed to follow teacher to children ratio requirement during LPAs' inspection. Children were engaged in various activities under the visual supervision of the teachers. Outdoor activity space is fenced and was inspected. The play equipment was maintained in a safe condition and free of hazards. There were no bodies of water observed. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. There were shaded rest areas for children. Drinking water are arranged to be readily available to children during indoor and outdoor activities. Menus are posted. All food were selected, stored, prepared and served in a safe and healthful manner. Trash cans for solid waste had tight-fitting covers on and were in good repair. Facility files were reviewed. Children Sign and Out Sheets were reviewed. A sampling of Children's files was taken for review. A sampling of Staff's files was taken for review. LPA observed Smoke and Carbon Monoxide Detectors, fire pull stations, fire extinguishers and sprinkler system. The facility conducted Fire and Disaster Drills monthly and last drills were conducted 1/24/24, 2/23/24 and 5/30/24. Facility does not provide transportation for children. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There are no deficiencies sited today. A notice of site visit was given and must remain posted for 30 days.
