What the inspector wrote
On February 19, 2026, at 9:30 a.m., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual/Random Inspection and met with Licensee Cristina Wilder. LPA disclosed the purpose of the visit and conducted a health and safety inspection, touring the facility both indoors and outdoors. Present during the inspection was the licensee\342\200\231s fingerprint-cleared mother, who serves as her assistant. Also present were 14 children in care, consisting of eight preschool-age children and six school-age children. The facility operates Monday through Friday from 7:30 a.m. to 5:30 p.m.
The facility is a single-story home leased by the licensee and consists of two bedrooms, two bathrooms, a living room, dining room, kitchen, family room, backyard, and an attached one-car garage. The home was observed to be clean, orderly, and well maintained. It is equipped with heating, portable air conditioning, and ventilation to ensure the safety and comfort of children in care.
LPA inquired whether there were any weapons or firearms in the home and whether the licensee transports children in care. The licensee stated that there are no weapons or firearms in the home and that she does not transport children in care.
On-limits areas include the living room, dining room, kitchen, family room, bathroom, and backyard. The isolation area is a designated section of the family room, located away from other children in care.
Off-limits areas include the garage, second bedroom, and primary bedroom. These areas are made inaccessible to children through closed and/or locked doors and visual supervision.
At 10:00 a.m., LPA inspected the backyard area and confirmed that there were no pools, hot tubs, or other bodies of water present, in compliance with childcare licensing regulations. The outdoor play area includes various play equipment and outdoor furniture, such as benches, tables, chairs, playhouses, shopping carts, tricycles, ride-on cars, trucks, tractors, a swing set, and slides. The swing set was observed to be anchored to the ground with cushioning underneath to absorb falls. The backyard is fully fenced and free from defects or hazardous conditions. A large awning provides shade and protection from harmful sunlight during outdoor play. A storage shed was observed to be locked and inaccessible to children in care.

LPA inspected the cabinets in the on-limits areas, including the living room, dining room, kitchen, family room, and bathroom, and did not observe any hazardous materials or toxins accessible to children during today\342\200\231s inspection. LPA tested the smoke detector and the carbon monoxide detector located in the hallway and found both to be functioning properly.
The home is equipped with a working telephone, a first aid kit and a fully charged 2A10BC fire extinguisher that meets the standards established by the State Fire Marshal. A wall heater is located in the living room and the hallway, and both are screened to prevent access by children in care.
At 10:15 a.m., LPA requested and reviewed t
he files of six (6) children in care and one (1) staff file. All children\342\200\231s files contained the required Parent Notification of Additional Children in Care, Identification and Emergency Information, Parent\342\200\231s Rights, and Medical Consent forms. The staff file contained the required Health Records, Statement Acknowledging Requirement to Report Child Abuse, and Employee Rights. During the review, LPA also reviewed the health records of the licensee, staff, and children and found the licensee to be in compliance with immunization laws applicable to childcare providers.
The licensee conducts and documents fire and disaster drills at least once every six months. The most recent drill was conducted on December 13, 2025. The licensee has completed the required Health and Safety training, and her CPR and First Aid certification is current and set to expire in July 2026. During the record review, LPA observed that the licensee and her assistant have not renewed their Mandated Reporter training certificates. The licensee stated that she and her assistant will register for the course today. The facility roster was reviewed and accurately reflects children currently enrolled as well as those no longer attending the facility. All required licensing documents were observed to be posted and visible for public review.
Effective August 1, 2003, California Law requires Family Child Care Home licensees to report unusual incidents or injuries to children in care to children\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624B). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting

an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
