Inspector’s narrative
What the inspector wrote
On February 10, 2026, at 9:05 AM, Licensing Program Analyst (LPA) Elimika Woods conducted an Unannounced Annual/Random Inspection and met with Licensee Diki Lama. LPA disclosed the purpose of the visit and conducted a health and safety inspection, touring the facility both inside and outside. Present during the inspection were the licensee\342\200\231s fingerprint-cleared husband, assistant, daughter, and son-in-law. All adults present in the home have received fingerprint clearance and are associated with the facility. Also present during the inspection were five children in care, including one preschool-age child and four infants. The facility operates Monday through Friday from 8:00 AM to 6:00 PM.
The facility is a single-story home leased by the licensee and consists of three bedrooms, two bathrooms, a living room, family room, kitchen, dining area, front and backyard. The home was observed to be clean, orderly, and well maintained, and is equipped with centralized heating and ventilation to ensure the safety and comfort of children. The kitchen and dining areas are secured with doors to prevent children from freely accessing those areas.
On-limits areas include the living room, dining room, kitchen, bathroom, and one bedroom located on the left side past the front door. The designated isolation area is the bedroom(1), away from other children in care.
Off-limits areas include two bedrooms, one bathroom located through the family room, and the back and side yards. These areas are made inaccessible to children by closed and/or locked doors and visual supervision.
At 9:15 AM, LPA inspected the front yard area and confirmed that no pools, hot tubs, or other bodies of water were present, in compliance with childcare licensing regulations. The outdoor play area includes age-appropriate play equipment and outdoor furniture, such as benches, tricycles, bikes, mini slides, playhouses, and a swing set with a slide that is anchored to the ground with cushioning underneath to absorb potential falls. Trees provide shade for children during outdoor play, and tables and chairs are available for children to rest. LPA reminded the licensee to maintain 100% visual supervision while children are in the front yard area. The backyard is off-limits to children in care.
At 9:30 AM, LPA asked the licensee if she transports children in care. The licensee stated that she does not provide transportation. LPA also asked whether firearms are stored at the facility, and the licensee stated there are none.
See LIC 809-C for continuation.
At 9:45 AM, LPA inspected the cabinets in the on-limits areas, which include the living room, dining room, kitchen, bathroom, and one bedroom, and did not observe any hazardous materials or toxins accessible to children during today\342\200\231s inspection. LPA tested the dual smoke and carbon monoxide detector in the living room and found it to be functioning properly. The home is equipped with a working telephone, a first aid kit, and a fully charged 4A60BC fire extinguisher, which meets the standards established by the State Fire Marshal.
At 10:15 AM, LPA requested and reviewed the files of three (3) children in care and one (1) staff file. All children\342\200\231s files contained, Identification and Emergency Information, Parent\342\200\231s Rights, and Medical Consent forms. The staff file contained the required Health Records, Statement Acknowledging Requirement to Report Child Abuse, and Employee Rights. During the review, LPA Woods also reviewed the health records of the licensee, staff, and children and determined that the licensee is in compliance with immunization laws applicable to childcare providers.
The licensee conducts and documents fire and disaster drills at least once every six months, with the most recent drill conducted on October 10, 2025. The licensee has completed Health and Safety training, and CPR and First Aid certifications are current, expiring in February 2026. Additionally, the licensee completed mandated reporter training on April 22, 2024. The facility roster was reviewed and accurately reflects currently enrolled children as well as those no longer attending the facility. All required licensing documents are posted and visible for public review.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep
as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at
https://www.cpsc.gov/
and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
