What the inspector wrote

On Tuesday, September 28, 2021 9:43 am, Licensing Program Analyst (LPA) Manel Estoesta conducted an unannounced Required 1 Year visit. LPA met with the Director Renuka Sharma. Present on this visit were four (4) staff and 28 preschool children. Facility operates from Monday to Friday 8am to 6pm. LPA toured the facility to conduct a Health and Safety Inspection. The facility consists of five rooms. Rooms 1, 2 and 5 are being used for the preschool license. Rooms 4 and 3 are being used for the Heritage School. There is storage for children's belongings. There are furniture, toys and activities, which are age appropriate. There is heating and lighting. There is drinking water readily available to children both indoors and outdoors. Rooms 1 and 2 has a shared hallway bathroom. Director stated that children are being escorted every bathroom usage. All toilets flush properly, and there is running water, soap, and paper towels available for children to wash and dry their hands. There is a separate hallway bathroom for staff. There are no bodies of water, or free standing water, accessible to children during todays inspection. The food are being provided by the parents and children bring them to the facility. The snacks are provided by families. There are mats and sheets available for children's use, and they are stored properly. The facility has a waiver for playground which is active and they use scheduling for outside playground. The playground has age appropriate equipment. All required documents are posted for public review. The center has an active waiver for Electronic Sign In and Out and in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months, and the log indicates the last one done was on 05/26/2021. The center is equipped with a first aid kit, working telephone, carbon monoxide detector, pull down fire alarm and multiple fully charged fire extinguishers. Director stated that the Milpitas Fire Department had the facility inspected a month ago. Director stated that there are no fire arms in the facility. LPA observed the interaction between the staff and children in care during the inspection, and found it to be in compliance with the Title 22 Regulations. SEE 809 C..... Continuation.... The children and staff roster was reviewed and a copy was obtained. A review of all staff files was completed. All staff have been fingerprint cleared and associated to this center. All staff have provided proof of immunization against pertussis and measles, and influenza or provided a note declining the influenza immunization. All staff have current CPR/First Aid certificate. All staff have completed and received certificates in Mandated Reporter training. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA Estoesta discussed the Lead Poisoning Facts Flyer and California Child Safety Seat Law to the director, provided the link https://cdss.ca.gov/inforesources/child-care-licensing/water-testing-information and PIN 20-01-CCP REQUIRED LEAD TESTING FOR DRINKING WATER IN LICENSED CHILD CARE CENTERS AND THE PROVISION OF LEAD EXPOSURE INFORMATION TO PARENTS AND GUARDIANS BY ALL LICENSED CHILD CARE FACILITIES and PIN 21-21-CCP RELEASE OF THE WRITTEN DIRECTIVES FOR LEAD TESTING OF WATER IN LICENSED CHILD CARE CENTERS PER AB 2370. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. There are no deficiencies cited on this visit. A notice of site visit was given and must remain posted for 30 days Exit interview conducted and report was reviewed with the Director Renuka Sharma.
