Licensing Program Analysts (LPAs) Mel Matos & Jessica Bongardt conducted an unannounced case management inspection. LPAs met with Danna Matthew-Osborn, Licensee representative's (Jeffrey Osborn) spouse, and Jo-Ann Pangan, Director, and explained the reason for today's inspection. Purpose of today's inspection: Facility is applying to increase the licensed capacity of the current preschool license from 36 preschool children to 43 preschool children and also adding the Computer Lab, Club House, and Sand Play Area to the existing license. The Facility is currently licensed in Classroom 1, Classroom 2, Art Room, Cubby Room, Sun Room, and Kitchen.
A fire clearance approval from Santa Clara County Fire Department was granted on August 9, 2023.
Note: Fire marshal approval allows for a maximum occupancy of 43 preschool children
. Hours of operation are Monday through Friday 7:00 AM to 5:00 PM. LPAs observed the required postings at the front entrance of the Facility and in each Room. LPAs observed 21 napping preschool children in the Sun Room with the director and one teacher during today's inspection.
LPAs toured the Facility and measurements of the indoor & outdoor space (Computer Lab, Club House, and Sand Play Area) were taken during today's inspection. Measurements of the existing licensed indoor space were taken by LPA Matos on January 15, 2021. The indoor and outdoor measurements are as follows:

The Facility has 4 sinks (60), 5 toilets (75) for children to use. The sinks for children do not have hot running water. The Facility serves only AM and PM snacks. Parents provide lunch for the children. Children who become ill will use the isolation bathroom and will be isolated in the director’s office area with isolation equipment. Drinking water is available indoors via sippie cups, water bottles, & water jugs/individual water cups.
There is sufficient equipment, materials, and supplies for the preschool children. The Facility has heating/air conditioning/ventilation in each Room. All Rooms have appropriate lighting.
There is a separate staff bathroom not utilized by the children which an isolated child can be used if needed.
LPA observed a trash can with tight-fitting lids in each Room. LPA observed the cleaning supplies are kept on high shelves inaccessible to children.
LPA observed smoke/carbon monoxide detectors in each Room. The Facility has a food preparation area that contains a refrigerator, microwave, & hot/cold running water. Danna states that the Facility utilizes disposable plates and utensils.

LPA observed the playground is safe, secure, and surrounded by appropriate fencing. No bodies of water were observed. LPA observed the outdoor activity space is equipped with age-appropriate toys and equipment. Shade is provided by canopies, trees, umbrellas, and building overhangs. The areas around and under the play structures in the Play Yard & Grass Yard are cushioned with material (artificial grass with padding) that absorbs falls. Drinking water is available outdoors via water bottles & water jugs/individual water cups.
Jo-Ann Pangan,
Director, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Exit interview conducted and report was reviewed with Jo-Ann Pangan, Director. No deficiencies issued during today's inspection. Notice of site visit was issued and must remain posted for 30 days.

An updated license will be sent to the Facility within 1-2 weeks.
