What the inspector wrote

On 6/17/25 at 9:15AM Licensing Program Analysts (LPAs) Angela Luz and Mandeep Kaur met with Director Harmeet Singh for an Unannounced Annual Random Inspection . Present at the time of the inspection was staff(S1) with 10 children. The facility is within capacity compliance today. LPAs provided Director the Entrance Checklist (LIC 125) and the facility was toured to conduct a Health and Safety inspection. The facility currently operates Monday-Friday 9:30AM- 12:30PM. Classrooms: The facility operates in one large room with dividers to separate classroom spaces. All classroom spaces were inspected for age-appropriate furnishings, equipment, & adequate storage for children\342\200\231s belongings. LPAs observed sufficient toys and play materials in good condition. LPAs observed the cleanliness of floors & surfaces, the presence of a fully functional carbon monoxide detector, smoke detector/fire alarms, and a fully charged 3A40BC fire extinguisher that is accessible throughout the facility. The center is equipped with a fully stocked first-aid kit and available in the classrooms. The isolation area for when a child is sick is in the discovery den room. Supervision: LPAs observed on multiple occasions that Staff (S1) was leaving the children unsupervised in creative cafe room while the other children were being dropped off at the front door in the morning. LPAs reminded Director of the requirement to visually supervise children in care at all times. LPAs reminded Director of the requirement for the authorized representatives to sign their child in and out of the facility. Food Service Areas: The center does not provide food to children in care. Families send children with adequate snacks and full water bottles. The center has filtered water jugs for back up water. Solid waste bins are equipped with tight fitting lids. Bathrooms: Facility has separate staff and child designated bathrooms. Toilets and faucets are in safe and sanitary operating condition. The children can reach their designated sinks, toilets, and supplies. Outdoor Play Area: The facility has a waiver stipulation for no outdoor activity. Records: All individuals subject to criminal record review have a clearance and have been associated to the facility. LPAs reviewed the facility roster & personnel report and copies were obtained. At least one staff present has a current Pediatric CPR/First-Aid Certification on file. LPAs observed all required postings in a publicly accessible area. Fire/Disaster Drills are recorded and performed at least every six months, last Fire/Disaster drill was conducted on 3/27/25. LPA Luz reviewed 5 random children files and 2 staff files during today's inspection. Children's records contained the required documentation. Staff(S1) is missing immunization record. Director does not have current Mandated reporter training certificate on file. Director was reminded of their responsibility to renew CPR/First Aid and Mandated Reporter certificates every two years. Criminal Record Clearance : Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Lead Testing: This facility tested for lead in 2023. The next lead testing is due in 2028. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. MyChildCarePlan.org: DIrector was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Unusual Incident/Student Injury Report: Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within 7 calendar days.
