What the inspector wrote

Licensing Program Analyst (LPA) Sheena Chin conducted an unannounced complaint visit and met with the licensee, Ludmila Mankovskaja, today. The purpose of LPA’s visit was to deliver the investigation finding for the above allegation and continue the investigation. Present during today’s visit were the licensee, Ludmila Mankovskaja, one helper and 7 children in care. During investigations, LPA observed daily activities at the facility. The licensee did not provide a safe environment for children in care. The licensee did not prevent children in care from being harmed by child C1. Based on the observations, the preponderance of evidence standard has been met, therefore the allegation of “Licensee does not prevent day care children from harming other day care children. “is found to be SUBSTANTIATED. A deficiency is being cited on LIC9099D. Exit interview was conducted, where this report, the citation, plan of correction, and appeal rights were reviewed and discussed with Licensee, Ludmila Mankovskaja. Notice of site visit was given and must remain posted for 30 days.
