Licensing Program Analyst (LPA) Anna Morales conducted an ANNUAL RANDOM and an inspection to increase capacity from a small family day(8)to a large family day care(14). LPA was met with Licensee, her husband and one staff. Licensee stated that she and her husband are the only adults that reside at the facility. LPA observed six children(three under two years old and three preschool aged children). Licensee was operating within her capacity and ratio requirements. LPA observed the required postings, including the facility license. Days and hours of operation are Monday to Friday, 8:00am- 5:00pm. LPA observed a current children's roster. Fire drill was conducted on 2/13/25 and Earthquake drill was conducted on 3/14/25. Licensee doesn't provide transportation to the children at this time. Licensee has a dog which does not mingle with the children. Fire clearance for a capacity to 14 was approved on May 2, 2025 with no special conditions. Licensee stated that they provide breakfast, lunch and snacks to the children. LPA toured the facility with Licensee. This is a single story home. Children have access to the living room, bedroom 2, guest room, the office, bathroom by the entrance and the garage(no water heater inside the garage). There is a barricade electric fire place(turned off) in the living room. The off limit areas inside the home are: master bedroom/bathroom and kitchen. LPA toured the back yard which children have access too. The backyard is fenced and there is a climbing structure with absorbent material underneath. There a shade provided by a Cazebo. LPA observed a fully charged 3A-40BC fire extinguisher, working smoke, and carbon monoxide detectors. LPA did not observe a body of water. The Licensee states that she does not have any weapons in the home. Observed sufficient toys, play equipment, and materials for day care children. All detergents, cleaning compounds, poisons, medications, and other similar items are out of reach and inaccessible to children. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed a random selection of children's file and observed that parent's rights forms, immunization records forms, consents for emergency medical treatment forms, and Identification forms are in each file. Licensee is conducting 15 minute checks on sleeping infants. Licensee and one staff files were reviewed for the following records: Employee Rights (LIC9052), Statement Acknowledging Requirement to report Child Abuse (LIC9108), and Immunization Record showing immunity to measles (MMR), pertussis (Tdap), and influenza (or statement declining influenza). Licensee's Pediatric First Aid/CPR expires on 8/8/25. Mandated Reported Training expires on 5/7/26. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA encouraged the Licensee to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. The Licensee can also email at childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list for the updates. LPA discussed the requirements of AB 633 with the Licensee and understands the AB 633 fact sheet/copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224). LPA discussed "zero tolerance" related regulations and advised that the assessment of an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $100 per day continues until the violation(s) is corrected. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Aayal Patel confirmed with LPA that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Informed Licensee to submit any written Incident Reports to the following email address: SJincident@dss.ca.gov No citations were issued during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee representative. Licensee for Increase Capacity from a Small Family Day Care to a Large Day care is being approved, and informed Licensee to allow 24 hours to process the changes to the current License.
