What the inspector wrote

On 05/27/2026, Licensing Program Analyst (LPA), Jennifer “Jen” Beehler conducted an unannounced Annual/Random inspection. LPA was granted access to the facility by Director Gretchen Jacobson and toured both indoors and outdoors during the inspection. Upon arrival, there were no children in care and 2 staff (Director and teacher) present, which is compliant with the facility license capacity and ratio requirements. LPA observed all required postings near the entrance to the facility. Hours of operation for the facility are Monday – Friday, 08:00AM-06:00PM. There is a waiver to commingle age groups in the first hour and last hour of care. LPA observed all conditions of the waiver to be met during inspection. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. All staff present had criminal record clearance and were associated to the roster on Guardian. This program has not had enrollees for one year. Licensee is currently in the process of changing the age range for this program for the upcoming school year. The Director has worked with the Department to update required documents for this change. The facility has not completed a recent fire/disaster drill, does not have an updated LIC9040 or the need for sign in/out records. Continued on Page 2 This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . The facility requires some routine maintenance to prepare the facility for future enrollees. LPA observed a smoke detector that was beeping and should be addressed. LPA discussed items to consider with the Director. Director stated staff intended on spending time over the summer preparing the classroom for future enrollees. Staff and children’s bathrooms are clean, sanitary, and operable. There is a separate staff bathroom, not utilized by the children, which an isolated child can use if necessary. The Facility Representative states a working site phone is designated for the facility. Cleaning is provided by the staff. Maintenance for the building is conducted by the school district staff on campus. The Facility Representative states that there are no weapons or firearms on the premises. The outdoor area of the facility was inspected and observed to be fenced in. LPA observed play equipment had debris from long time storage outside without routine maintenance. LPA observed tall weeds and dry grass along the perimeter of the outdoor activity space. The cubbies to store children's items were leaning and required maintenance. No outdoor bodies of water were observed during today’s inspection. Shaded rest areas are provided by building overhang and trees. Food is provided by the facility. The kitchen and storage area is clean and free of litter and rubbish. Equipment necessary for the storage, preparation and service of food is well maintained, clean, and sanitized after each use. Drinking water is readily available for children in the facility via water pitchers provided by the elementary school. Children bring reusable bottles from home labeled with their names. Continued on Page 3 Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water used for drinking and food preparation for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the facility has an attestation on file in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA did not check children's files due to no enrollment in the current year's program. Two (2) staff files (1 - Director/ 1 - Teacher) were reviewed for the following records: Transcripts/Verification of Experience, Health Screening Report (LIC503), Employee Rights (LIC9052), Statement Acknowledging Requirement to report Child Abuse (LIC9108), Mandated Reporter Training Certificate, Tuberculosis (TB) Clearance, and Immunization Record showing immunity to measles (MMR), pertussis (Tdap), and influenza or statement declining influenza. There is at least one staff member present with current CPR/First-Aid that expires 02/11/2028. The Facility representative understands that the site director shall be on the premises during the hours the center is in operation and that children at the center shall be visually supervised at all times. LPA reminded Facility Representative that there shall be at least one person with valid EMSA approved CPR and First-Aid certifications on site at all times or present during off site activities, such as field trips. Exit interview conducted with the Director. Report was reviewed and provided to the Director Gretchen Jacobson, along with appeal rights. A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.
