What the inspector wrote

At 8:57 AM, Licensing Program Analysts (LPAs), Syeda Bahar and Mandeep Kaur arrived at the facility to conduct an unannounced annual/random inspection. LPAs met with prechool teacher, Felicia Shivakumar and explained the purpose of the today's inspection. LPAs met with Site Supervisor, Yajara Navarrete at 09:18AM. The facility was toured to conduct a health and safety inspection. The hours of operations are Monday to Friday, 7:15 AM to 5:30 PM. LPAs observed that there were three teachers and seven infants in the classroom #D112. Director Ivania Rodas joined the inspection at 9:30 AM. The purpose of today's inspection was explained to the Director. Facility's License, Notification of Parents' Right Poster, Child Car Seat Law, Personal Rights (LIC 613A), Emergency Disaster Plan, Activity Schedule, and Earthquake Preparedness Checklist were observed to be posted. The fire drill was conducted on 02/28/2025. LPAs toured the indoor and outdoor areas of the facility. There were no bodies of water observed. The facility has a current children's roster. Cleaning products, disinfectants, and sharp objects were stored inaccessible to children. Furniture and equipment were observed to be age appropriate and in good condition. The facility is clean. The bathrooms for children and staff are clean, sanitary, and operable. The Director stated that there are no weapons or firearms on the premises. Outdoor activity spaces are enclosed by fencing and are observed to be free of hazards. LPAs observed play equipment were in good condition. Drinking water was readily available to children in the classroom and in the outdoor play area through filtered fountain water. LPAs observed trash cans with tight fitting covers for the disposable of solid waste. The facility has the required size fire extinguisher and working smoke and carbon monoxide detectors. Continue to page 2 Page 2 LPA Bahar reviewed three staff files and three children files. LPA Bahar observed all required forms are available for review. Director stated that the center does not provide foods and all children bring foods from home. LPA Bahar observed the children's foods are stored in the kitchen's food storage area and each child has their milk bottle and food container labeled with their name. All cribs or play yards meet the safety standards. The cribs or play yards do not hinder entrance or exit to and from the space where infants are sleeping. The mattresses in the crib or play yards are firm and covered with a fitted sheet that is appropriate, fits tightly, and overlaps the underside of the mattresses. Each infant\342\200\231s bedding is used for them only and cleaned weekly or before use by another infant. There are no loose articles and objects, bumper guards or objects hanging above or attached to the side of the cribs or play yards. Each infant under 12 months of age has an Individual Infant Sleeping Plan maintained in the file signed and dated by the infant\342\200\231s authorized representative, including the infant\342\200\231s sleeping position and documentation of 15-minute checks while sleeping. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continue to page 3 Page 3 LPAs discussed the safe sleep regulations with Site Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPAs referred Licensee representative, to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . Director stated that maintenance supervisor stated that building is cleared of lead testing, but was not able to provide the proof if the building was constructed before or after January 1, 2010. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&R's) throughout California.
