What the inspector wrote

Licensing Program Analysts (LPAs) Mel Matos & Jessica Bongardt conducted an unannounced case management inspection. LPAs met with Cheryl Damato, Director, and explained the reason for today's inspection. Purpose of today's inspection: Facility is applying to increase the licensed capacity of the current preschool license from 48 preschool children to 64 preschool children and also adding Room 1 (101) in Building 1. The Facility is currently licensed in Building 2 (Rooms 1 (201) & 2 (202)). A fire clearance approval from San Jose Fire Department was granted on November 7, 2023. Hours of operation are Monday through Friday 7:00 AM to 6:00 PM. LPAs observed the required postings at the front entrance of the Facility and in each Room. LPAs observed 17 children in Room 1 (201) with two teachers & 18 children in Room 2 (202) with three teachers during today's inspection. LPAs toured the Facility and measurements of the indoor space of Room 1 (101) were taken during today's inspection. LPAs observed 17 children in Room 1 (201) with two teachers & 18 children in Room 2 (202) with three teachers during today's inspection. Measurements of the indoor space (Rooms 1 (201) and 2 (202)) and outdoor space were taken by LPAs Matos and Bongardt on September 20, 2023. The indoor and outdoor measurements are as follows: Indoor measurements: Room 1 (201): 37.000 x 33.250 = 1,230.250 minus 94.294 encumbered space = 1,135.956 Room 2 (202): 37.000 x 33.000 = 1,221.000 minus 93.920 encumbered space = 1,127.080 Room 1 (101): 29.000 x 17.833 = 517.157 Total Indoor Space measurements: 1,135.956 + 1,127.080 + 517.157 = 2,780.193 divided by 35 = 79 Children Outdoor measurements: Playground: 47.417 x 71.583 = 3,394.251 84.417 x 97.000 = 8,188.449 70.000 x 104.000 = 7,280.000 Total Outdoor Space Measurements: 18,862.700 divided by 75 = 251 children The Facility is clean, safe, sanitary, and in good repair. The Facility has adequate lighting and heating/air conditioning in all three Rooms. There are no wall heater or fireplace units in the Facility. Children will bring their lunches from home and the facility only provides AM and PM snacks to the children. Cleaning and sanitation of dishes and utensils will be done via hand washing. Disposable utensils and plates will be utilized by the Facility. LPAs observed solid waste containers with a tight-fitting lid in all three Rooms and in the playground area. Drinking water inside and outside will be provided through reusable water bottles and water dispensers. LPAs observed 64 chairs, 8 tables, 60 cubbies, 62 hooks, 65 cots, 8 sinks, and 7 toilets available for the preschool children. There is only cold running water in the children's sinks. Kitchen sink area in Room 2 has hot and cold running water, microwave, and refrigeration for food storage and food preparation. LPAs advised Cheryl to keep cleaning supplies inaccessible to children in higher cupboards or securely locked lower cupboards. There are no poisons on the premises. There are enough materials, toys, and supplies for the capacity of children requested. All equipment and furniture are safe and age appropriate. Staff have a separate staff bathroom on site (front office area) that can be utilized by sick children if necessary. Sick children will be isolated in the front office area of the Facility and isolation equipment is available. There is a fully charged fire extinguisher, smoke detectors, and carbon monoxide detectors. LPAs observed a complete first aid kit in each Room. Cheryl states that there are no weapons, such as firearms, stored on the premises. The preschool playground is adequately fenced. There is sufficient equipment, toys, and materials for the preschool children outdoors. Cheryl states that the preschool playground is shared with children from Stratford's private TK and Kindergarten programs and a waiver with separate class schedules is on file. LPAs discussed supervision requirements of the children whenever they are in the playground area. Shaded rest areas are available throughout the playground via building overhangs, trees, and canopy. There were no bodies of water observed during today's inspection. Areas around the age appropriate & secure play structure and slide have resilient material (wood chips). Transportation will not be provided by the Facility. The Facility has a working telephone: 408-458-9665. Cheryl Damato, Director, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Exit interview conducted and report was reviewed with Cheryl Damato, Director. No deficiencies issued during today's inspection. Notice of site visit was issued and must remain posted for 30 days. LPAs advised Cheryl that Room 1 (101) is approved and a preschool license for 64 preschool children is approved effective today, November 29, 2023.
