Inspector’s narrative

What the inspector wrote

It was alleged that, Staff do not ensure dishes used by children are clean and sanitary, staff do not ensure the kitchen area is clean and sanitary, and staff do not ensure the daycare center is free of insects. Based on observation and interviews conducted with staff, LPA was informed that dishes the children use are washed daily by staff. In some cases, staff will leave cups in hot water that have milk in them to remove the smell and to clean better. Based on LPA’s unannounced visits on 3/13/2025, 4/2/2025, and 4/17/2025, LPA observed children’s dishes free from black mold, food stains, and odder. LPA looked though the entire kitchen, storage area, closets, drawers, cabinets, stove, freezer, and refrigerator and did not see any live or dead cockroaches. LPA also looked under the stove, cabinets, freezer, and refrigerator and did not observe any live or dead insects. LPA toured the bathroom and infants room near the kitchen and did not observe any cockroaches present. The center is insect free and does not smell bad in the center. It was alleged that, Staff retaliate against daycare children whose parents file complaints. Based on interviews conducted with staff, and parents, LPA was informed that staff have not retaliated against children, or their parents enrolled in the center nor witnessed anything like this. Staff 1 (S1) stated other staff might speak about the complaint to other co-workers, however, retaliation against children and parents have not been witnessed nor heard about. LPA was informed by all parents interviewed that they do not have any concerns regarding retaliation of children nor parents occurring at the center; parents informed LPA that their child likes it at Happy Hearts and does not have any issues with the care being provided. Based on interviews, and evidence gathered during the course of the investigation, it is concluded that although the allegations noted on this complaint may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. The above allegations are UNSUBSTANTIATED . A notice of site visit has been issued and must remain posted for 30 days. Exit interview conducted with License, and report was reviewed and provided.
